Abstract
ABSTRACT Problem/Background (GAP): Sumbawa Regency is known to have potential in the field of animal husbandry so it is called "Livestock Regency". The community raises livestock not only for personal use but also contributes to the Local Original Income. However, the old pattern of semi-intensive community in raising livestock caused problems of order and peace in Sumbawa District.Purpose: The purpose of this study is to examine the implementation of livestock control policies in Sumbawa District, Sumbawa Regency, examine the supporting and inhibiting factors of livestock control policy implementation in Sumbawa District, Sumbawa Regency, and analyze efforts to optimize policies in livestock control in Sumbawa District, Sumbawa Regency. Method: This research method is a descriptive qualitative method. Data collection techniques are carried out by means of interviews, observation and documentation. Results/Findings: The results of this study, the size and objectives of the implementation of livestock control that have not been carried out properly, the resources owned have not been supported, the characteristics of implementing agents in the implementation of livestock control policies that do not yet have a clear bureaucratic structure, The tendency of the executors in duty is quite competent, communication between organizations and implementation activities has been carried out quite well, and the social, economic, and political environment has a significant influence in the case of roaming livestock. Conclusion: The conclusion of this study is that the implementation of livestock control policy in Sumbawa District, Sumbawa Regency has not been well realized, as can be seen from the findings of livestock entering the settlement, Supporting factors for socialization through social media and active community participation to report, inhibiting factors namely budget problems and other technical constraints and Efforts to optimize policies are carrying out patrols, joint operations, and cooperation with other regional agencies. The suggestion from the researcher is to make a special bylaw related to this problem, Collaborate with sub-districts and sub-districts and further maximize socialization through the use of social media. Keywords: Policy Implementation, Breeding of livestock, Police Unit Pamong Praja ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Sumbawa dikenal memiliki potensi di bidang peternakan sehingga disebut “Kabupaten Peternakan”. Masyarakat memelihara hewan ternak bukan hanya untuk keperluan pribadi tetapi juga berkontribusi pada Pendapatan Asli Daerah. Namun, pola lama masyarakat yang semi intensif dalam memelihara hewan ternaknya menimbulkan permasalahan ketertiban dan ketentraman di Kecamatan Sumbawa. Tujuan: Tujuan penelitian ini untuk mengkaji implementasi kebijakan penertiban hewan ternak di Kecamatan Sumbawa Kabupaten Sumbawa, mengkaji faktor pendukung dan faktor penghambat implementasi kebijakan penertiban hewan ternak di Kecamatan Sumbawa Kabupaten Sumbawa, dan menganalisis upaya untuk mengoptimalkan kebijakan dalam penertiban hewan ternak di Kecamatan Sumbawa Kabupaten Sumbawa. Metode: Metode penelitian ini adalah metode kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian ini, ukuran dan tujuan implementasi penertiban hewan ternak yang belum terlaksana dengan baik, sumber daya yang dimiliki belum mendukung, karakteristik agen pelaksana dalam implementasi kebijakan penertiban hewan ternak yang belum memiliki struktur birokrasi yang jelas, sikap kecenderungan para pelaksana dalam bertugas cukup berkompetensi, komunikasi antar organisasi dan aktifitas pelaksanaan sudah terlaksana dengan cukup baik, dan lingkungan sosial, ekonomi, dan politik memiliki pengaruh signifikan dalam kasus hewan ternak yang berkeliaran. Kesimpulan: Kesimpulan penelitian ini adalah implementasi kebijakan penertiban hewan ternak di Kecamatan Sumbawa Kabupaten Sumbawa belum terealisasi dengan baik terlihat dari masih ada temuan hewan ternak yang masuk ke pemukiman, faktor pendukung adanya sosialisasi melalui sosial media dan partisipasi aktif masyarakat untuk melapor, faktor penghambat yakni permasalahan pada anggaran dan kendala teknis lainnya serta Upaya untuk mengoptimalkan kebijakan adalah melaksanakan patroli, operasi gabungan, dan kerja sama dengan instansi daerah lainnya. Saran dari peneliti adalah membuat perda khusus terkait permasalahan ini, bekerja sama dengan kelurahan dan kecamatan serta lebih memaksimalkan sosialisasi melalui pemanfaatan media sosial.
