Abstract

ABSTRAK Permasalahan/Latar Belakang (GAP): Angka pengangguran di Kabupaten Bantul Tahun 2016-2021 menunjukkan fluktuatif, relatif tinggi serta capaian kinerja Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bantul Tahun 2020 dan 2021 yang rendah. Hal tersebut disebabkan oleh standar kompetensi tenaga kerja yang dibutuhkan di pasar tenaga kerja/ dunia kerja tidak sesuai dan belum optimalnya informasi pasar kerja serta pengembangan pekerja mandiri.. Tujuan: Penelitian ini bertujuan untuk adalah untuk mengetahui kinerja, faktor penghambat, faktor pendukung, serta upaya Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bantul dalam mengurangi angka pengangguran. Metode: Jenis penelitian yang digunakan oleh peneliti yaitu dengan metode kualitatif yang bersifat deskriptif serta menggunakan pendekatan induktif. Teknik pengumpulan data yaitu wawancara, dokumentasi, dan observasi. Teknik analisis data yang digunakan yaitu pengumpulan data, reduksi data . penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Kinerja Disnakertrans Bantul 2022 dalam mengurangi angka penganguranyang paling menonjol yaitu padat karya dengan serapan tenaga kerja 10.140 masyarakat penganggur, walaupun pekerjaan hanya bersifat sementara yaitu sampai dengan 21 hari kalender. Kesimpulan: Berdasarkan hasil penelitian oleh peneliti bahwa pada tahun 2022 Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bantul menunjukkan kinerja dengan kriteria sangat tinggi yaitu tercapainya IKU sebesar 189%. Program/kegiatan Disnakertrans Bantul 2022 yang menjadi unggulan yaitu padat karya infrasrtruktur, karena menyerap tenaga kerja terbesar yaitu 10.140 masyarakat. Terbangunnya infrastruktur sangat bermanfaatuntuk melancarkan kegiatan perekonomian masyarakat. Faktor pendukung kinerja dinas yaitu dukungan angaran untuk program/kegiatan yang mencapai 50 milyar. Faktor penghambat kinerja dinas yaitu sarana prasarana pelatihan yang terbatas, belum adanya database penganggur by address, serta kurangnya sinergi dengan pihak swasta dalam hal melatih dan menempatkan link and match. Upaya yang dilakukan dalam mengatasi hambatan yaitu melakukan penyerahan aset Balai Latihan Kerja Bantul kepada pemerintah pusat kemudian bertransformasi menjadi unit pelayanan teknis pusat, mengusulkan kepada TAPD Kabupaten Bantul untuk dianggarkan terkait database pengangguran, serta membentuk Forum Komunikasi Lembaga Pelatihan dan Industri Daerah (FKLPID) dengan anggota Kadin Bantul (Kamar Dagang Indonesia) juga Ketua Forum HRD Bantul. Purpose: This study aims to determine the performance, inhibiting factors, supporting factors, as well as the efforts of the Bantul Regency Manpower and Transmigration Service in reducing unemployment..Method: The type of research used by researchers is a qualitative method that is descriptive and uses an inductive approach. Data collection techniques are interviews, documentation, and observation. The data analysis technique used is data collection, data reduction. presentation of data, and drawing conclusions. Result: The performance of the Bantul Manpower and Transmigration Office in 2022 in reducing the most prominent unemployment rate is labor intensive with a workforce absorption of 10,140 unemployed people, even though the work is only temporary, namely up to 21 calendar days. Conclusion: Based on the results of research by researchers that in 2022 the Bantul Regency Manpower and Transmigration Office shows performance with very high criteria, namely achieving a KPI of 189%. The 2022 Bantul Manpower and Transmigration Office programs/activities that are superior are infrastructure labor-intensive, because they absorb the largest workforce, namely 10,140 people. The construction of infrastructure is very useful for expediting the community's economic activities. Factors supporting the performance of the agency are budgetary support for programs/activities that reach 50 billion. The inhibiting factors for the agency's performance are limited training infrastructure, the absence of a database of unemployed by address, and the lack of synergy with the private sector in terms of training and placing links and matches. Efforts were made to overcome obstacles, namely handing over the assets of the Bantul Vocational Training Center to the central government and then transforming them into a central technical service unit, proposing to the TAPD of Bantul Regency to be budgeted for the unemployment database, and forming a Regional Industry and Training Institute Communication Forum (FKLPID) with members Kadin Bantul (Indonesian Chamber of Commerce) is also the Head of the Bantul HRD Forum.
