Abstract
ABSTRACK Problem Statement/Background (GAP): The Child Identity Card Program at the Population and Civil Registration Office of South Barito Regency has only been running since 2019, this is relatively new in the people of South Barito Regency so that not a few people do not understand the procedure for making a Child Identity Card and its benefits. Departing from these problems, this study aims to analyze the Effectiveness of the Implementation of the Child Identity Card Program at the Population and Civil Registration Office of South Barito Regency. Purpose: This study aims to determine the effectiveness of the implementation of the child identity card program at the Population and Civil Registration Office of South Barito Regency, To prove that there are still factors that affect the effectiveness of the implementation of the child identity card program at the Population and Civil Registration Office of South Barito Regency, To determine the efforts that have been made by the Population and Civil Registration Office of South Barito Regency in increasing effectiveness implementation of the child identity card program. Method: This study used descriptive qualitative method. The data collection techniques used in this study were interviews, observation, and documentation. The source of data in this study is primary data obtained directly through interviews and observations with informants who are considered to know. Data analysis techniques use triangulation through data collection, data reduction, and conclusions. Results: The results showed that the Child Identity Card program at the Population and Civil Registration Office of South Barito Regency was quite effective. This can be seen from the results of interviews which show that the implementation of the MCH program has gone well. Although the Child Identity Card Program has been running well, there are still several obstacles that occur in the field such as lack of public awareness about the importance of Child Identity Cards, inadequate facilities and infrastructure, and the geographical situation of South Barito Regency which makes it difficult for people to come to the Disdukcapil office. The researcher's suggestion in dealing with the obstacles faced is to collaborate with other agencies in implementing the program and holding a mobile service program, namely ball pickup. Conclusion: The implementation of the Child Identity Card Program at the Population and Civil Registration Office of South Barito Regency has been quite effective, although there are still factors inhibiting the effectiveness of the Child Identity Card service. This has been described through three indicators from Duncan's theory, namely Goal Achievement, Integration, and Adaptation. Keywords: effectiveness, program, child ID card. ABSTRAK Permasalahan/Latar Belakang (GAP): Program Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Selatan baru berjalan sejak tahun 2019, hal ini terbilang masih baru di masyarakat Kabupaten Barito Selatan sehingga tidak sedikit masyarakat yang kurang memahami prosedur pembuatan Kartu Identitas Anak dan manfaatnya. Berangkat dari permasalahan tersebut, maka penelitian ini bertujuan untuk menganalisis Efektivitas Pelaksanaan Program Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Selatan. Tujuan: Penelitian ini bertujuan untuk mengetahui efektivitas pelaksanaan program kartu identitas anak di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Selatan, Untuk membuktikan masih adanya faktor-faktor yang mempengaruhi efetivitas pelaksanaan program kartu identitas anak di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Selatan, Untuk mengetahui upaya yang telah dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Selatan dalam meningkatkan keefektifan pelaksanaan program kartu identitas anak. Metode: Penelitian ini menggunakan metode kualitatif deskriptif. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi, dan dokumentasi. Sumber data dalam penelitian ini adalah data primer yang diperoleh secara langsung melalui wawancara dan observasi dengan informan yang dianggap mengetahui. Teknik analisis data menggunakan triangulasi melalui pengumpulan data, reduksi data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa program Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Selatan cukup efektif. Hal ini dapat dilihat dari hasil wawancara yang menunjukkan bahwa pelaksanaan program KIA sudah berjalan dengan baik. Meskipun Program Kartu Identitas Anak sudah berjalan dengan baik, tetapi masih terdapat beberapa kendala yang terjadi di lapangan seperti kurangnya kesadaran masyarakat tentang pentingnya Kartu Identitas Anak, sarana dan prasarana yang belum memadai, dan keadaan geografis Kabupaten Barito Selatan yang menyulitkan masyarakat untuk datang ke kantor Disdukcapil. Saran peneliti dalam menangani hambatan yang dihadapi yaitu dengan mengadakan kerjasama dengan instansi lainnya dalam melaksanakan program dan mengadakan program pelayanan keliling yaitu jemput bola. Kesimpulan: Pelaksanaan Program Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Barito Selatan sudah cukup efektif, meskipun masih terdapat faktor penghambat efektivitas pelayanan Kartu Identitas Anak. Hal ini telah diuraikan melalui tiga indikator dari teori Duncan yaitu Pencapaian Tujuan, Integrasi, dan Adaptasi. Kata Kunci: Efektivitas, Program, Kartu Identitas Anak.
