Abstract

ABSTRACT Problem Statement/ Background (GAP) : Certificate of Move Come (SKSD) for migrant residents / migrant residents. The certificate of move come is a program provided by the population and civil registration office in providing the implementation of the migration certificate control for migrant residents in an area in order to create an orderly administrative society. However, in this case, there are still many residents of Moving Come in Ternate City who are reluctant to take care of the Certificate of Move Come from their previous domicile and there is also still a discrepancy between the data at the Population and Civil Registration Office and those in the field. This is also the cause of a double Identity Number (NIK) so that the community itself has difficulty in managing the administration of other institutions that require NIK (Bank, BPJS, Tax, etc.) because the population data is invalid. The purpose of this study is to analyze what are the Implementation of the Policy of the Population and Civil Registration Office in the management of the Certificate of Moving Come in the City of Ternate. The method used in this study is qualitative descriptive with an inductive approach. The results showed that the implementation of population control has been effective and efficient, which can be proven by the absence of complaints from service users and the service process has been very effective at the Ternate City Population and Civil Registration Office. Conclusion The factor that hinders the Population and Civil Registration Office in implementing the ownership of population documents for residents of Moving Come is the low level of awareness of residents of the importance of having population administration documents so that they can be used in the future Keywords: Service Implementation, Population Administration, Population Moving In ABSTRAK Pernyataan Masalah/ Latar Belakang (GAP) : Surat Keterangan Pindah Datang (SKSD) bagi penduduk migran/penduduk pendatang. Surat Keterangan Pindah Datang (SKPD) merupakan sebuah program yang diberikan oleh Dinas Kependudukan dan Pencatatan Sipil dalam mmberikan implementasi pelayanan penertiban Surat Keterangan Pindah Datang (SKPD) bagi penduduk pendatang di suatu daerah dalam rangka menciptakan masyarakat tertib administrasi. Namun dalam hal ini, masih banyak penduduk Pindah Datang di Kota Ternate yang enggan mengurus Surat Keterangan Pindah Datang dari domisili sebelumnya dan juga masih terdapat ketidaksesuaian data di Dinas Kependudukan dan Pencatatan Sipil dengan yang ada dilapangan. Hal ini juga menjadi penyebab terjadi ada Nomor Induk Kependudukan (NIK) yang ganda sehingga masyarakat sendiri kesulitan dalam mengurus administrasi dari lembaga lainnya yang memerlukan NIK (Bank,BPJS,Pajak,Dll) karena data kependudukan tidak valid. Tujuan Penelitian ini adalah untuk menganalisis apa saja Implementasi Kebijakan Dinas Kependudukan dan Pencatatan Sipil dalam pengurusan Surat Keterangan Pindah Datang di Kota Ternate. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pendekatan induktif. Hasil penelitian menunjukan penyelenggaraan penertiban kependudukan pindah datang sudah efektif dan efisien yang dapat dibuktikan dengan tidak adanya keluhan dari pengguna layanan serta proses pelayanan sudah sangat efektif di kantor Dinas Kependudukan dan Pencatatan Sipil Kota Ternate. Kesimpulan Faktor yang menghambat Dinas Kependudukan dan Pencatatan Sipil dalam mengimpementasikan kepemilikan dokumen kependudukan bagi penduduk Pindah Datang yaitu rendahnya tingkat kesadaran penduduk akan pentingnya memiliki dokumen administrasi kependudukan agar dapat digunakan kedepannya Kata Kunci: Implementasi Pelayanan, Administrasi Kependudukan, Penduduk Pindah Datang[
