Abstract

ABSTRACT Problems/Background (GAP): The 30% quota for women's representation has not been fulfilled due to the lack of support for women which is a major obstacle in the Toba district DPRD. Purpose: To identify and analyze the inhibiting factors for the 30% quota, efforts to increase women's representation in DPRD institutions in Toba Regency for the 2019-2024 period. Methods: In this study the authors used qualitative methods, the techniques used in data collection were interviews and documentation. Results/Findings: The representation of women in Toba district is only 1 (one) person out of 30 existing seats or equivalent to 3.3% and has decreased from each period so that it has not met the expectations mandated by law. Women's representation in the DPRD of Toba Regency not yet optimal because of the patriarchal culture that is still inherent in the Toba community because the majority of the people are Batak tribes which causes low public trust in women to become leaders or become their representatives. Political parties must pay attention and provide education and training related to the world of politics. Conclusion: The representation of women in the Toba Regency DPRD is not optimal because it is hampered by several factors, with the main factor being patriarchal culture that is still inherent Keywords: representation, women, DPRD, politics ABSTRAK Permasalahan/Latar Belakang(GAP) : Belum terpenuhinya kuota 30% keterwakilan perempuan disebabkan dari kurangnya dukungan bagi kaum perempuan yang menjadi kendala besar dalam lembaga DPRD kabupaten Toba.Tujuan : Untuk mengetahui dan menganalisis faktor penghambat kuota 30% , upaya untuk meningkatkan keterwakilan perempuan dalam lembga DPRD di Kabupaten Toba periode 2019-2024. Metode : Dalam penelitian ini penulis menggunakan metode kualitatif, teknik yang digunakan dalam pengumpulan data adalah dengan cara wawancara dan dokumentasi. Hasil/Temuan : Keterwakilan perempuan di kabupaten Toba hanya 1(satu) orang dari 30 kursi yang ada atau setara dengan 3,3 % dan mengalami penurunan dari setiap periode sehingga belum memenuhi harapan yang diamanatkan Undang-undang.Keterwakilan perempuan dalam lembaga DPRD Kabupaten Toba belum optimal karena budaya patriaki yang masih melekat di masyarakat Toba karena masyarakatnya mayoritas suku Batak yang menyebabkan rendahnya kepercayaan masyarakat kepada kaum perempuan untuk menjadi pimpinan ataupun menjadi wakil mereka. Partai politik harus memeberikan perhatian dan bekal pendidikan maupun pelatihan yang berhubungan dengan dunia politik. Kesimpulan : Keterwakilan perempuan dalam lembaga DPRD Kabupaten Toba belum optimal dikarenakan dihambat oleh beberapa faktor, dengan faktor utama budaya patriaki yang masih melekat Kata kunci: keterwakilan, perempuan, DPRD, politik
