Abstract

ABSTRACT Problem Statement/Background (GAP): This study aims to examine the effectiveness of employees in providing population services to the community at the Population and Civil Registration Office of Intan Jaya Regency. Objective: The objective of this study is to determine the effectiveness of employees in providing population services to the community at the Population and Civil Registration Office of Intan Jaya Regency. Method: This research is a qualitative study in which data were obtained through interviews, observations, and documentation. The data were then processed and analyzed to determine the effectiveness of employees in providing population services to the community at the Population and Civil Registration Office of Intan Jaya Regency. Results/Findings: The results of this study show that the work environment in the Civil Registration Office can be determined by the use of an old building, which causes discomfort and requires improvement or renovation. The head of the office always supervises every activity carried out by employees, which is considered very good as it can contribute to a good process of serving the community. However, employees who lack discipline in their work lead to suboptimal service. Furthermore, the lack of facilities and infrastructure as well as the lack of human resources hinder the service provided. Conclusion: The research findings indicate that the lack of facilities and infrastructure as well as the lack of human resources contribute to the ineffective population services provided by the Population and Civil Registration Office to the community. Therefore, there is a need to add facilities and improve the capabilities of employees through education and training. Keywords: Effectiveness, Employee Performance, Service. ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini bermaksud untuk menguji efektivitas pegawai dalam pelayanan kependudukan kepada masyarakat pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Intan Jaya. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas pegawai dalam pelayanan kependudukan kepada masyarakat pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Intan Jaya. Metode: Penelitian ini merupakan penelitian kualitatif yang data-datanya diperoleh melalui teknik wawancara, observasi dan dokumentasi yang kemudian data diolah dan dianalisis untuk mengetahui efektivitas pegawai dalam pelayanan kependudukan kepada masyarakat pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Intan Jaya. Hasil/Temuan: Hasil penelitian ini menunjukan bahwa lingkungan kerja di kantor Dukcapil, dapat diketahui bahwa penggunaan gedung lama menyebabkan ketidaknyamanan membutuhkan perbaikan atau renovasi, kepala dinas selalu mengawasi setiap aktifitas yang dilakukan oleh pegawai dan hal ini dianggap sangat baik kerena dapat memberikan hal baik dalam proses pelayanan kepada masyarakat namun pegawai yang kurang disiplin dalam bekerja membuat pelayanan yang kurang maksimal. Selanjutnya kurangnya sarana dan prasarana serta kurangnya sumber daya manusia menghambat pelayanan yang dilakukan. Kesimpulan: Pernyataan hasil penelitian menunjukkan kurangnya sarana dan prasarana serta kurangnya sumber daya manusia menjadi penyebab kurang efektifnya pelayanan kependudukan yang dilakukan Dinas Kependudukan Dan Pencatatan Sipil terhadap masyarakat sehingga perlu adanya penambahan fasilitas dan peningkatan kemampuan pegawai melalui pendidikan dan pelatihan.
