Abstract

ABSTRACT Problem Statement/Background (GAP): The city of Bogor is currently one of the cities included in the first 100 cities movement towards a smart city in Indonesia as a pilot project for the smart city concept. Purpose: The purpose of this thesis is to determine the application of smart governance in the development of the smart city concept at the Communication and Informatics Office of Bogor City, West Java Province. Method: This research was conducted using a qualitative descriptive method with an inductive approach that aims to describe phenomena related to the scope of research. Techniques in data collection through interviews, documentation, and observation, after that the data is analyzed using the theory from Giffinger (2007). Result: The findings obtained by the authors in this study are 1) Participation Decision Making is running well through smart city forums, SiBadra application, and the Bogor City Government’s social media platforms. 2) Transparent Governance has been well realized. 3) Public and social services are running quite well with a note that the government needs to pay close attention to the problems that occur. 4) Strategic Political Perspective has worked well and has been evaluated periodically. Conclusion: The results of this thesis indicates that the Bogor City Government, in this case the Bogor City Communication and Information Service as the organizer has implemanted smart governance quite well but still exists several things that need to be repaired again, so that smart governance can continue to run optimally. ABSTRAK Permasalahan/Latar Belakang (GAP): Kota Bogor saat ini menjadi salah satu kota yang masuk dalam Gerakan 100 Kota pertama menuju smart city di Indonesia sebagai pilot project konsep smart city. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui penerapan smart governance dalam perkembangan konsep smart city pada Dinas Komunikasi dan Informatika Kota Bogor Provinsi Jawa Barat. Metode: Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif dengan pendekatan induktif yang bertujuan untuk menggambarkan fenomena yang terkait dengan lingkup penelitian. Dan teknik dalam pengumpulan data melalui wawancara, dokumentasi, dan juga observasi, kemudian data dianalisis menggunakan teori dari Giffinger Tahun 2007. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu 1) Pengambilan Keputusan Partisipatif berjalan dengan baik melalui forum smart city, aplikasi SiBadra, maupun platform sosial media Pemerintah Kota Bogor. 2) Pemerintah yang Transparansi telah terealisasikan secara baik. 3) Layanan Publik dan Sosial berjalan cukup baik dengan catatan pemerintah perlu memperhatikan secara detail terkait kendala yang terjadi. 4) Strategi Perspektif Politik telah bekerja secara baik dan telah dievaluasi secara berkala. Kesimpulan: Hasil penelitian ini menunjukkan Pemerintah Kota Bogor dalam hal ini Dinas Komunikasi dan Informatika Kota Bogor sebagai penyelenggaranya telah menerapkan smart governance dengan cukup baik akan tetapi masih ada beberapa hal yang perlu diperbaiki kembali agar smart governance dapat tetap berjalan secara maksimal.
