Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the large circulation of alcoholic beverages caused by the emergence of illegal cafes that sell alcoholic beverages in Pinrang Regency, South Sulawesi Province. Purpose: The purpose of this study is to determine how the Control of Alcoholic Beverages by the Pamong Praja Police Unit in Pinrang Regency in carrying out its role as an Enforcer of Regional Regulations regarding the Supervision, Control and Sale of Alcoholic Beverages in Pinrang Regency, South Sulawesi Province. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: shows that the Pinrang Regency Pamong Praja Police Unit has carried out its duties and functions in enforcing local regulations but cannot be said to be stable because there are still many sellers of Alcoholic Beverages that have not been found and many are cat-and-mouse with Satpol PP officers in carrying out raids. In addition, there is still a lack of facilities and infrastructure that can support the smooth operational process of Alcoholic Beverages. Raids are usually carried out due to sudden reports from the public because of the inconvenience that occurs around them. Despite having a role in handling alcoholic beverages, Satpol PP does not have the right to proceed to the legal realm unless there is a crime because Satpol PP cannot detain or arrest because there is no law or regional regulation that stipulates it. Conclusion: The performance of the Kulon Progo Regency Pamong Praja Police Unit is quite good, but there are still some shortcomings that need to be addressed. This is due to several factors such as the lack of personnel, the level of competence that is still lacking, the limited budget, and the facilities and infrastructure that are still inadequate. Researchers provide suggestions to the Kulon Progo Regency Pamong Praja Police Unit to always improve employee competence either through training or other training, adding competent apparatus personnel, adding supporting facilities and infrastructure, and optimizing the sapta orderly village program. Keywords: Alcoholic Beverages, Control, Pamong Praja Police Unit ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang banyaknya peredaran minuman beralkohol yang diakibatkan oleh kemunculan kafe-kafe illegal yang memperjual belikan minuman beralkohol di Kabupaten Pinrang, Provinsi Sulawesi Selatan Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Penertiban Minuman Beralkohol Oleh Satuan 2 Polisi Pamong Praja Di Kabupaten Pinrang dalam melaksanakan perannya sebagai Penegak Peraturan Daerah mengenai Pengawasan, Pengendalian dan Penjualan Minuman Beralkohol di Kabupaten Pinrang Provinsi Sulawesi Selatan. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: menunjukkan bahwa Satuan Polisi Pamong Praja Kabupaten Pinrang telah melaksanakan tupoksinya dalam penegakkan Perda tetapi belum bisa dikatakan stabil karena masih banyaknya penjual Minuman Beralkohol yang belum ditemukan titiknya serta banyak yang melakukan kucing-kucingan dengan petugas Satpol PP dalam melaksanakan razia. Selain itu, masih terdapat kurangnya fasilitas sarana dan prasarana yang bisa mendukung kelancaran proses operasional Minuman Beralkohol. Razia biasanya dilakukan karena adanya laporan mendadak dari masyarakat karena ketidaknyamanan yang terjadi di sekitar mereka. Meskipun memiliki peran dalam penanganan mengenai Minuman Beralkohol, Satpol PP tidak memiliki hak untuk melanjutkan ke ranah hukum terkecuali adanya kriminal dikarenakan Satpol PP tidak dapat melakukan Penahanan atau Penangkapan karena belum ada undang-undang atau Peraturan daerah yang mencantumkan hal tersebut. Kesimpulan: Kinerja Satuan Polisi Pamong Praja Kabupaten Kulon Progo cukup baik, namun masih terdapat beberapa kekurangan yang perlu dibenahi. Hal ini disebabkan oleh beberapa faktor seperti kurangnya jumlah personil, tingkat kompetensi yang masih kurang, anggaran yang terbatas, serta sarana dan prasarana masih kurang memadai. Peneliti memberikan saran kepada pihak Satuan Polisi Pamong Praja Kabupaten Kulon Progo agar senantiasa meningkatkan kompetensi pegawai baik melalui diklat ataupun pelatihan lain, penambahan personil aparatur yang berkompeten, penambahan sarana dan prasarana pendukung, serta mengoptimalkan program desa sapta tertib.
