Abstract
ABSTRAK Website pemerintah merupakan salah satu bentuk dari pelayanan publik yang disediakan oleh pemerintah melalui media internet. Dalam konteks pemerintahan, website pemerintah berfungsi sebagai sarana untuk memberikan informasi dan layanan publik kepada masyarakat, seperti informasi mengenai kebijakan, program, dan kegiatan pemerintah, serta layanan seperti pendaftaran online, pengajuan permohonan, dan pengaduan masyarakat. Pelaksanaan pelayanan publik melalui website milik Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Provinsi Nusa Tengga Timur melalui dpmptspprovntt.com merupakan perwujudan dari pelaksanaan Perpres 95 tahun 2018 tentang Sistem Pemerintahan Berbasis Elektornik. Website Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Provinsi Nusa Tenggara Timur masih terdapat beberapa permasalahan yaitu kondisi dimana kurangnya pengelolaan website berupa tampilan yang tidak responsif, kesulitan dalam navigasi dan waktu yang diperlukan dalam memuat website yang lama. Metode penelitian yang digunakan yaitu kualitatif dengan teori Alvaro Rocha (2012) tentang kualitas website yang terdiri dari tiga dimensi yaitu kualitas konten, kualitas layanan dan kualitas teknis. Kualitas konten yang terdiri dari akurasi, kelengkapan dan pembaruan informasi. Kualitas layanan yaitu kehandalan layanan dan keamanan sedangkan kualitas teknis yatiu kegunaan dan aksesbilitas. Penelitian yang dilakukan dengan melakukan pengumpulan data berdasarkan observasi, wawancara dan dokumentasi. Observasi melalui pengamatan secara langsung di lokus penelitian terkait dengan subjek penelitian yaitu website dpmptspprovntt.com kemudian wawancara dilakukan dengan beberapa informan yang didapatkan dengan purposive dan snowball sampling. Dokumentasi penelitian dengan berupa dokumen terkait subjek penelitian serta gambar kondisi di lapangan. Berdasarkan hasil penelitian disimpulkan bahwa website dpmptspprovntt.com terdapat bagian yang tidak dapat diakses dan tidak lengkap dan tidak dilakukan pembaruan informasi namun masih membantu masyarakat dalam menyediakan sarana informasi perizinan namun terbatasnya sumber sarana dan prasarana menjadi penghambat dalam peningkatan pelayanan publik yang dilakukan sedangkan upaya yang dilakukan DPMPTSP Provinsi Nusa Tenggara Timur berupa pembaruan sarana dan prasarana. In the context of government, government websites serve as a means to provide public information and services to the public, such as information about government policies, programs, and activities, as well as services such as online registration, application submission, and public complaints. The implementation of public services through the website of the Investment Office and One-Stop Integrated Services of East Nusa Tengga Province through dpmptspprovntt.com is a manifestation of the implementation of Presidential Regulation 95 of 2018 concerning the Electoral Based Government System. The website of the Investment Office and One-Stop Integrated Services of East Nusa Tenggara Province still has several problems, namely conditions where the lack of website management in the form of an unresponsive display, difficulty in navigation and the time needed to load a long website. The research method used is qualitative with Alvaro Rocha's (2012) theory of website quality which consists of three dimensions, namely content quality, service quality and technical quality. Quality content consisting of accuracy, completeness and updating of information. Quality of service is reliability of service and safety while technical quality is usability and accessibility. Research conducted by collecting data based on observation, interviews and documentation. Observation through direct observation at the research locus related to the research subject, namely the website dpmptspprovntt.com then interviews were conducted with several informants obtained by purposive and snowball sampling. Research documentation in the form of documents related to the subject of research and pictures of conditions in the field. Based on the results of the study, it was concluded that the website dpmptspprovntt.com there are inaccessible and incomplete parts and information updates are not carried out but still help the community in providing licensing information facilities, but limited sources of facilities and infrastructure are obstacles in improving public services carried out, while the efforts made by DPMPTSP East Nusa Tenggara Province are in the form of updating facilities and infrastructure.
