Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the many violations committed by Street Vendors in the Traditional Market of Wameo, Batupoaro District, Baubau City, Southeast Sulawesi Province. Purpose: The purpose of this study is to find out and describe how the evaluation of the policy of controlling street vendors in the Wameo Traditional Market, Baubau City and how the Baubau City Pamong Praja Police Unit is doing in overcoming the problems of controlling street vendors. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained are the Evaluation of the Street Vendor Curbing Policy in the Wameo Traditional Market in general, the implementation has gone well, for example on the criteria of efficiency, equity, and responsiveness. However, the criteria of effectiveness, adequacy, and accuracy still do not meet the target. As for the inhibiting factors, namely the role and awareness of the community that is still lacking, the low economic condition of street vendors and the tendency to not heed the direction of the Satpol PP to relocate their selling places, and the lack of Satpol PP officers. For this reason, the efforts made by the government are to increase the socialization related to the prohibition of street vendors and the addition of building facilities to accommodate street vendors. Conclusion: Based on the effectiveness aspect, the efforts of Baubau City Satpol PP in overcoming the problem of street vendor control policy in Wameo Market are still not meeting the target marked by an increase in the number of violations of street vendors even though several efforts have been made in controlling street vendors. Based on the efficiency aspect, the use of budget in implementing the PKL control policy is quite efficient as seen from the budget that continues to increase every year to support the implementation of the PKL control policy. Keywords: Evaluation, Policy, Controlling, Street Vendors ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang banyaknya pelanggaran yang dilakukan oleh Pedagang Kaki Lima di Pasar Tradisional wameo Kecamatan Batupoaro Kota Baubau Provinsi Sulawesi Tenggara. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui mengetahui dan mendeskripsikan bagaimana evaluasi kebijakan penertiban pedagang kaki lima di Pasar Tradisional Wameo Kota Baubau serta bagaimana yang dilakukan Satuan Polisi Pamong Praja Kota Baubau dalam mengatasi permasalahan penertiban pedagang kaki lima. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah Evaluasi Kebijakan Penertiban Pedagang Kaki Lima di Pasar Tradisional Wameo secara umum pelaksanaannya sudah berjalan dengan baik, contohnya pada kriteria efisien, kemerataan, dan responsivitas. Namun pada kriteria efektivitas, kecukupan, dan ketepatan masih belum memenuhi target. Adapaun faktor penghambatnya yaitu peran dan kesadaran masyarakat yang masih kurang, kondisi perekonomian PKL yang rendah dan kecenderungan untuk tidak mengindahkan arahan dari pihak Satpol PP untuk relokasi tempat berjualan, dan aparat Satpol PP yang masih kurang. Untuk itu upaya yang dilakukan pemerintah yaitu melakukan peningkatan pada sosialisasi terkait larangan PKL dan penambahan fasilitas gedung untuk menampung PKL. Kesimpulan: Berdasarkan aspek efektivitas, upaya Satpol PP Kota Baubau dalam mengatasi masalah kebijakan penertiban PKL di Pasar Wameo terbilang masih belum memenuhi target ditandai dengan adanya peningkatan jumlah pelanggaran PKL meskipun telah dilakukan beberapa upaya dalam penertiban PKL. Berdasarkan aspek efisiensi, penggunaan anggaran dalam melaksanakan kebijakan penertiban PKL ini sudah cukup efisien dilihat dari anggaran yang terus bertambah setiap tahun untuk menunjang pelaksanaan kebijkan penertiban PKL Kata kunci: Evaluasi, Kebijakan, Penertiban, Pedagang Kaki Lima
