Abstract

ABSTRAK Penelitian ini berjudul “PEMBERDAYAAN INDUSTRI KECIL MENENGAH PENGRAJIN GERABAH OLEH DINAS PERINDUSTRIAN DAN TENAGA KERJA DI DESA KAPAL KECAMATAN MENGWI KABUPATEN BADUNG PROVINSI BALI”. Pemberdayaan pelaku industri kecil menengah pengrajin gerabah ini merupakan upaya untuk mengembangkan kapasitas dan memberdayakan industri kecil menengah pengrajin gerabah dalam memanfaatkan hasil produk unggulan Desa Kapal, Kecamatan Mengwi, Kabupaten Badung, Provinsi Bali yakni Kerajinan Gerabah. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis pemberdayaan industri kecil menengah pengrajin gerabah oleh Dinas Perindustrian dan Tenaga Kerja di Desa Kapal, Kecamatan Mengwi, Kabupaten Badung, Provinsi Bali. Metode penelitian yang digunakan dalam penulisan skripsi ini adalah metode penelitian deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan observasi, dokumentasi dan wawancara. Hasil dari penelitian ini menunjukan bahwa Pemberdayaan Industri Kecil Menengah Pengrajin Gerabah Oleh Dinas Perindustrian dan Tenaga Kerja di Desa Kapal Kecamatan Mengwi Kabupaten Badung Provinsi Bali pada umumnya sudah berjalan dengan baik, namun masih terdapat kekurangan dari segi aspek bina manusia dalam hal kemampuan dan pengorganisasian para pengrajin gerabah serta dari segi aspek bina usaha terkait dengan produktifitas pengrajin dan kualitas mutu produk gerabah yang masih rendah. Dalam pelaksanaannya terdapat faktor yang mendukung tetapi belum maksimal karena adanya faktor penghambat antara lain, rendahnya kualitas sumber daya manusia, ketersediaan bahan baku serta regenerasi pengrajin gerabah. Dari penelitian yang dilakukan, penulis menyimpulkan masih ditemukan beberapa hambatan dalam pemberdayaan pengrajin gerabah yang harus diselesaikan oleh pihak Dinas Perindustrian dan Tenaga Kerja Kabupaten Badung. Penulis memberi saran sebaiknya Pihak Dinas Perindustrian dan Tenaga Kerja Kabupaten Badung untuk lebih aktif dalam pemberian edukasi kepada pengrajin gerabah, fasilitasi regenerasi pengrajin gerabah serta pemenuhan kebutuhan bahan baku melalui kerjasama dengan pihak terkait. Kata kunci : Pemberdayaan, Industri kecil menengah, Pengrajin gerabah ABSTRACT This research is entitled "EMPOWERMENT OF SMALL MEDIUM INDUSTRIES OF POTTERY ARTICLES BY INDUSTRIAL AND LABOR DEPARTMENT IN SHIP VILLAGE, PENGWI DISTRICT, BADUNG DISTRICT, BALI PROVINCE". The empowerment of small and medium pottery craftsmen industries is an effort to develop capacity and empower small and medium pottery craftsmen industries in utilizing the superior products of Kapal Village, Mengwi District, Badung Regency, Bali Province, namely Pottery Crafts. The purpose of this study was to identify and analyze the empowerment of small and medium pottery craftsmen industries by the Department of Industry and Labor in Kapal Village, Mengwi District, Badung Regency, Bali Province. The research method used in writing this thesis is a qualitative descriptive research method with an inductive approach. Data collection techniques were carried out by observation, documentation and interviews. The results of this study indicate that the Empowerment of Pottery Craftsmen's Small and Medium Industries by the Industry and Labor Service in Kapal Village, Mengwi District, Badung Regency, Bali Province, in general, has been going well, but there are still deficiencies in terms of human development aspects in terms of the ability and organization of the craftsmen pottery as well as in terms of business development aspects related to the productivity of craftsmen and the quality of pottery products which is still low. In its implementation there are factors that support but are not maximized due to inhibiting factors, among others, the low quality of human resources, the availability of raw materials and the regeneration of wood craftsmen. From the research conducted, the authors conclude that there are still some obstacles in empowering pottery craftsmen that must be resolved by the Office of Industry and Labor of Badung Regency. The author suggests that the Badung Regency Industry and Labor Office should be more active in providing education to pottery craftsmen, facilitating the regeneration of pottery craftsmen and meeting the needs of raw materials through collaboration with related parties.
