Abstract

ABSTRACT Problem Statement/Background (GAP): The strategic location of Kulon Progo makes the area a prime investment destination. The development of Yogyakarta International Airport has opened up opportunities and potential for investment, moreover Yogyakarta International Airport was built with the concept of an aerotropolis so that it can stimulate the area that stretches around the airport to become a center of economic growth. Preparation of regulations that are conducive and guarantee security for investors is the task and important role of the Government of Kulon Progo Regency, in this case the Investment Service and One Stop Services of Kulon Progo Regency. Purpose: The purpose of this study is to describe and analyze the application of the penta helix concept in optimizing investment in aerotropolis areas in Kulon Progo Regency, as well as describe and analyze the inhibiting factors in implementing the penta helix concept in optimizing investment in aerotropolis areas in Kulon Progo Regency. Method: The research method used is a descriptive qualitative research method with a deductive approach. Data collection techniques used by researchers were carried out by observation, interviews, and documentation techniques. Result: The implementation of the penta helix concept in the collaboration process in optimizing investment in Kulon Progo Regency has generally been running smoothly. However, since the beginning of the collaborative process there was no formal commitment from the stakeholders. This means that this collaboration is only related to the respective interests of each existing actor. Conclusion: The collaboration process carried out by the five actors in optimizing investment in the aerotropolis area in Kulon Progo Regency has generally run smoothly. However, there are several obstacles such as the absence of a clear basis for collaboration. Keywords: Aerotropolis, DPMPTSP, Investment, Penta Helix ABSTRAK Permasalahan/Latar Belakang (GAP): Letak Kulon Progo yang strategis menjadikan daerah tersebut sebagai primadona tujuan investasi. Adanya pembangunan Yogyakarta Internasional Airport semakin membuka peluang dan potensi untuk berinvestasi, terlebih Bandara Internasional Yogyakarta dibangun dengan konsep aerotropolis sehingga mampu merangsang kawasan yang terbentang sekitar bandara menjadi pusat pertumbuhan ekonomi. Penyusunan regulasi yang kondusif dan menjamin kemanan bagi investor menjadi tugas dan peran penting Pemerintah Kabupaten Kulon Progo dalam hal ini Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Kulon Progo. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis penerapan konsep penta helix dalam optimalisasi investasi pada kawasan aerotropolis di Kabupaten Kulon Progo, serta mendeskripsikan dan menganalisis faktor penghambat penerapan konsep penta helix dalam optimalisasi investasi pada kawasan aerotropolis di Kabupaten Kulon Progo. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan secara deduktif . Teknik pengumpulan data yang digunakan oleh peneliti dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Hasil/Temuan: Penerapan konsep penta helix pada proses kolaborasi dalam optimalisasi investasi di Kabupaten Kulon Progo secara umum telah berjalan dengan lancar. Namun, sejak awal proses kolaborasi tidak ada bentuk komitmen yang resmi dari para stakeholder. Artinya dalam kolaborasi ini hanya dikaitkan mengenai masing-masing kepentingan setiap aktor yang ada. Kesimpulan: Proses kolaborasi yang dilakukan oleh kelima aktor dalam optimalisasi investasi pada kawasan aerotropolis di Kabupaten Kulon Progo secara umum telah berjalan dengan lancar. Namun terdapat beberapa penghambat seperti belum adanya landasan yang jelas dalam melakukan kolaborasi. Kata kunci: Aerotropolis, DPMPTSP, Investasi, Penta Helix
