Abstract

ABSTRACT Background: Researchers focused on problems in the Micro, Small and Medium Enterprises (MSMEs) development program in Sukabumi City, which they felt had not been able to maximize the program's objectives to make MSMEs class up. This can be overcome by mapping program implementation and periodic evaluations in the development of the program. Objective: The purpose of this study was to determine the success of the implementation of the Micro, Small and Medium Enterprises (MSMEs) program in raising the MSME class in Sukabumi City, to find out the inhibiting factors and the efforts of the Industry and Trade Office of Cooperative Micro Enterprises in overcoming obstacles to the implementation of the Champion MSME program. Method: The research method used is descriptive qualitative research. Data collection techniques through interviews, observation and documentation. Results/Findings: Obstacles that occur in the coordination carried out to overcome problems that have not been maximized in achieving the objectives of the MSME Champion program in Sukabumi City are the lack of mentoring time and the lack of materials and media in the mentoring process. Conclusion: The results of this study indicate that the process of implementing the MSME Champion program in Sukabumi City in an effort to raise the MSME Champion class in Sukabumi City can be said to be good but still not optimal based on Edward III's Implementation theory in Syafri. Inhibiting factors originating from the Internal Office of Micro, Industry and Trade Cooperatives as well as external factors from the participants in the Champion's MSME mentoring. Efforts are being made to overcome the inhibiting factors by providing continuous monitoring after the implementation of the mentoring process so that the Champion MSME participants can continue to develop after leaving the Champion MSME program. Keywords: Implementation, Goverment, MSME, Dinas Koperasi Usaha Mikro Perindustrian dan Perdagangan (DISKUMINDAG) ABSTRAK Latar Belakang : Peneliti berfokus pada permasalahan pada program pengembangan Usaha Mikro Kecil Menengah (UMKM) di Kota Sukabumi yang dirasa belum dapat maksimal dalam mencapai tujuan program untuk menjadikan UMKM naik kelas. Hal ini dapat di atasi dengan pemetaan implementasi program dan evaluasi secara berkala dalam pengembangan program terebut. Tujuan : Tujuan penelitian ini untuk Mengetahui keberhasilan implementasi program Usaha Mikro Kecil Menengah (UMKM) dalam menaikkan kelas UMKM di Kota Sukabumi, mengetahui faktor penghambat dan upaya Dinas Koperasi Usaha Mikro Perindustrian dan Perdagangan dalam mengatasi penghambat implementai program UMKM Juara. Metode : Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil/Temuan : Hambatan yang terjadi dalam koordinasi yang dilakukan untuk mengatasi permasalahan belum maksimalnya pencapaian tujuan dari program UMKM Juara di Kota Sukabumi adalah kurangnya waktu pendampingan dan kurangnya material dan media dalam proses pembimbingan. Kesimpulan : Hasil penelitian ini menunjukkan proses implementasi program UMKM Juara di Kota Sukabumi dalam upaya menaikkan kelas UMKM Juara di Kota Sukabumi dapat dikatakan baik namun masih belum maksimal berdasarkan teori Implementasi Edward III dalam Syafri. Faktor Penghambat yang berasal dari Internal Dinas Koperasi Usaha Mikro, Perindustrian dan Perdagangan serta faktor Eksternal dari para peserta pembimbingan UMKM Juara. Upaya yang dilakuakan untuk mengatasi faktor penghambat ialah dengan memberikan pemantauan yang berlanjut setelah pelaksanaan proses pembimbingan sehingga para peserta UMKM Juara dapat terus berkembang setelah lepas dari program UMKM Juara tersebut.
