Abstract
ABSTRACT Problem Statement /Background (GAP): Technological developments not only occur in everyday life but also include the field of technology-based government known as e- government. Purpose: The purpose of this study is to determine the application of e- government and define the inhibiting factors of the implementation of e-government in improving public services through the application of e-SKM at the Investment Office and One- Stop Integrated Services of Kampar Regency. Method: The main theory used to analyze this research is the theory of the application of e-government according to Indrajit (2016: 11), measuring the application of e-government through the dimensions of support, capacity and value. This study used descriptive qualitative methods. Informants in the study were determined by Purposive sampling and Accidental sampling techniques. The collection technique used is triangulation. The data analysis technique of this research is data reduction, data presentation, and conclusions. Result: The obstacle in the implementation of e-government is that the precursor of E- SKM are still based on the type of permit, thus slowing down the process of recapping the E-SKM survey report. In addition, there are still many people who stutter technology who do not understand how to fill out the E-SKM survey. Conclusion: The results of the research on the Application of E-government in Improving Public Services through the E-SKM Application are quite good, but not optimal because there are still internal and external inhibiting factors that occur in the E-SKM application. ABSTRAK Permasalahan/Latar Belakang(GAP): Perkembangan teknologi tidak hanya terjadi pada kehidupan sehari-hari tetapi juga mencakup bidang pemerintahan berbasis teknologi dikenal sebagai e-government. Tujuan: Tujuan Penelitian ini adalah untuk mengetahui penerapan e- government dan mendefinisikan faktor penghambat Penerapan E-government Dalam Peningkatan Pelayanan Publik Melalui Aplikasi E-SKM di Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Kampar. Metode: Teori utama yang digunakan menganalisis penelitian ini adalah teori penerapan e-government menurut Indrajit (2016:11), mengukuran penerapan e-government melalui dimensi support, capacity dan value. Pada penelitian ini menggunakan metode kualitatif deksriptif. Informan dalam penelitian ditentukan dengan teknik Purposive sampling dan Accidental sampling. Teknik pengumpulan yang digunakan adalah triangulasi. Teknik analisis data penelitian ini adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Penghambat dalam penerapan e-government adalah prekapan E-SKM masih berdasarkan jenis izin, sehingga memperlambat proses rekapan laporan survey E- SKM. Selain itu masih banyak masyarakat yang gagap teknologi yang tidak memahami cara pengisian survey E-SKM. Kesimpulan: Hasil penelitian Penerapan E-government Dalam Peningkatan Pelayanan Publik Melalui Aplikasi E-SKM sudah cukup baik, namun belum maksimal dikarenakan masih terdapat faktor-faktor penghambat internal dan eksternal yang terjadi pada aplikasi E-SKM. Kata kunci: Penerapan e-government, Pelayanan Publik, Aplikasi E-SKM, Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu.
