Abstract

ABSTRAK Penelitian ini membahas mengenai Manajemen Konflik pasca pemilihan kepala desa (Pilkades) di Desa Masgo Kecamatan Gunung Raya Kabupaten Kerinci. Peneliti melihat penyelesaian konflik serta faktor penyebab konflik pasca pemilihan kepala desa dari perspektif pelaku atau actor. Tujuan dari penelitian ini antara lain untuk mendeskripsikan pengelolaan politik pada pilkades serentak serta, mengetahui faktor yang menjadi penyebab konflik politik di Desa Masgo Kecamatan Gunung Raya Kabupaten Kerinci 2021. Desain penelitian yang digunakan oleh peneliti ialah menggunakan pendekatan kualitatif deskriptif dalam penelitian untuk mengelola konflik politik sedangkan teknik pengambilan data yang digunakan yaitu melalui wawancara dan dokumentasi. Dalam penelitian ini menggunakan teknik analisis model Miles dan Huberman (1984). Berdasarkan Teori Gaya Manajamen Konflik milik Rahim (1979) penelitian ini menunjukkan (a) Dominasi, keterlibatan pemerintah dalam penyelesaian konflik menjadi bentuk implementasi penekanan melalui sebuah instruksi untuk penyelesaian konflik. (b) Kompromi, tokoh adat terlibat dalam penyelesaian konflik politik dengan melakukan mediasi dengan masyarakat (c) pemecahan masalah integratif, keterlibatan kepala desa terpilih yang melakukan pendekatan dengan masyarakat Desa (d) Menghindar, peran panitia dalam mengarahkan masyarakat untuk menghindari konflik (e) obligasi, salah satu calon menarik kembali gugatan di tingkat kecamatan dan menerima kekalahannya. Serta faktor penyebab konflik : (a) Konflik Vertikal, ketidakpuasan dari calon kepala desa dan masyarakat mengenai hasil yang diumumkan oleh panitia dan (b) Konflik Horizontal, hubungan antar masyarakat menjadi renggang. Beberapa saran yang dapat dijadikan solusi dalam pengelolaan konflik politik pasca pilkades antara lain : (a) adanya kerjasama antara tokoh adat dan pemerintah daerah secara optimal serta memperkuat regulasi pengawasan pilkades (b) melakukan rekonsiliasi dengan beragam kegiatan yang bersifat mempererat tali silaturahmi antar sesama masyarakat (c) dibentuk aturan dan sanksi atas pelanggaran pilkades secara tegas. Kata Kunci : Gaya Manajemen, Konflik, Pilkades ABSTRACT This research discusses conflict management after the village head election (Pilkades) in Masgo Village, Gunung Raya District, Kerinci Regency. Post-election political conflicts have occurred a lot, especially in Masgo Village. Researchers see the factors that cause conflict after the village head election from the perspective of the actor or actor. The objectives of this study include describing the style of political conflict management in seretak pilkades and knowing the factors that cause political conflict in Masgo Village, Gunung Raya District, Kerinci Regency 2021. The research design used by researchers is to use a descriptive qualitative approach in research to manage political conflicts while the data collection techniques used are through interviews and documentation. In this study using the Miles and Huberman (1984) model analysis technique. The results of this study show (a) Domination, government involvement in conflict resolution is a form of implementation of emphasis through an instruction for conflict resolution. (b) compromise, traditional leaders are involved in political conflict resolution by mediating with supporters (c) integrative problem solving, the involvement of the elected village head in approaching the village community (d) avoidance, the role of the committee in directing the community to avoid conflict (e) bonds, one of the candidates withdrew the lawsuit at the sub-district level and accepted his defeat and the factors that caused the conflict: (a) Vertical Conflict, dissatisfaction from the village head candidates and the community regarding the announced results and (b) Horizontal Conflict, relationships between communities become tenuous. Some suggestions that can be used as solutions in managing post-village head political conflicts include: (a) optimal cooperation between traditional leaders and local governments and strengthening the regulation of pilkades supervision (b) reconciliation with various activities that strengthen the relationship between fellow communities (c) strict rules and sanctions for pilkades violations.
