Abstract

Problem/Background (GAP): Poverty is a social problem that continues to develop in human life so that it affects the welfare of society. there are various policies issued by the government as an effective step in handling poverty, one of which is the Cash Social Assistance program. With the Cash Social Assistance program, the central government collaborates with local governments to eradicate poverty. Effective program implementation can affect the poverty rate so that this social assistance is expected to be able to improve the quality of community welfare. Purpose: This study aims to determine and analyze how the implementation of the Cash Social Assistance program and to find out whether there are obstacles in the implementation of the program and to analyze the benefits of Cash Social Assistance for the community in Karimun Regency. Methods: The research method used is qualitative method. Results/Findings: The results of this study indicate that based on the results of interviews and observations of researchers, the implementation of the cash social assistance program has not been able to reduce the poverty rate so that there is still a need for a program that has a wider reach and is significant in handling poverty. The obstacles in the implementation of Cash Social Assistance are the delay in updating the DTKS and the lack of socialization to the community so that many people do not understand in detail the criteria and conditions for receiving each social assistance, and the utilization of Cash Social Assistance can only be used to meet daily needs due to the limited amount of funds so that it cannot be used by the community to open a business. Conclusion: The implementation of the Cash Social Assistance program in Karimun Regency has gone well, it's just that some improvements are still needed in terms of data collection so that the social assistance program can run effectively and efficiently in helping to improve community welfare. Keywords: Program Implementation; Poverty; Cash Social Assistance Permasalahan/ Latar Belakang (GAP): Kemiskinan merupakan permaslahan sosial yang terus berkembang dikehidupan manusia sehingga hal tersebut mempengaruhi kesejahteraan masyarakat. adanya berbagai kebijakan yang dikeluarkan oleh pemerintah sebagai langkah efektif dalam penangangan kemiskinan salah satunya yaitu program Bantuan Sosial Tunai. Dengan adanya program Bantuan Sosial Tunai pemerintah pusat bekerjasama dengan pemerintah daerah untuk menumpas kemiskinan. Implementasi program yang efektif dapat mempengaruhi angka kemiskinan sehingga dengan adanya bantuan sosial ini diharapkan mampu untuk meningkatkan kualitas kesejahteraan masyarakat. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana implementasi program Bantuan Sosial Tunai dan untuk mengetahui apakah hambatan dalam implementasi program serta menganalisis manfaat Bantuan Sosial Tunai bagi masyarakat di Kabupaten Karimun. Metode: Metode penelitian yang digunakan adalah metode kualitatif. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa berdasarkan hasil wawancara dan observasi peneliti impelementasi program bantuan sosial tunai belum mampu untuk menekan angka kemiskinan sehingga masih diperlukannya program yang jangkauannya lebih luas dan signifikan dalam penanganan kemiskinan. Hambatan dalam pelaksanaan Bantuan Sosial Tunai adalah masih adanya keterlambatan dalam memperbarui DTKS dan kurangnya sosialisasi kepada masyarakat sehingga banyak masyarakat yang belum memahami secara detail mengenai kriteria dan ketentuan penerima setiap bantuan sosial,dan pemanfaatan Bantuan Sosial Tunai hanya dapat digunakan untuk memenuhi kebutuhan sehari-hari dikarenakan jumlah dana yang terbatas sehingga tidak dapat dipergunakan masyarakat untuk membuka usaha. Kesimpulan: Impelementasi program Bantuan Sosial Tunai di Kabupaten Karimun sudah berjalan dengan baik hanya saja masih diperlukan beberapa peningkatan dalam hal pendataan sehingga program bantuan sosial dapat berjalan dengan efektif dan efesien dalam membantu meningkatkan kesejahteraan masyarakat.
