Abstract

ABSTRAK Akta kelahiran ialah suatu dokumen identitas autentik yang wajib dimiliki setiap warga negara Indonesia. Dokumen ini sebagai bukti sah terkait status dan peristiwa kelahiran seseorang dan termasuk hak setiap anak Indonesia. Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung melakukan inovasi dengan mengeluarkan aplikasi baru, bertajuk Pelayanan Melalui Online Masyarakat Duduk Manis (Permen Manis). Aplikasi tersebut, bertujuan untuk memudahkan masyarakat dalam pelayanan pembuatan dokumen kependudukan salah satunya yaitu pembuatan akta kelahiran. Peneliti melakukan penelitian yang berjudul “Efektivitas Aplikasi Permen Manis Dalam Pembuatan Akta Kelahiran di Dinas Kependudukan Dan Pencatatan Sipil Kota Bandar Lampung”. Peneliti menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Teknis analisis data dimulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Peneliti menggunakan teori Duncan dalam Steers tentang Efektivitas. Hasil penelitian menunjukkan bahwa Efektivitas Aplikasi Permen Manis Dalam Pembuatan Akta Kelahiran di Dinas Kependudukan Dan Pencatatan Sipil Kota Bandar Lampung dinilai sudah efektif. Dikatakan sudah efektif karena pelaksanaan pelayanan pembuatan akta kelahiran melalui Aplikasi Permen Manis yang dilaksanakan oleh Dinas Kependudukan dan Pencatatan Sipil menunjukkan bahwa jumlah akta kelahiran pada tahun 2020 ke 2022 telah mengalami peningkatan, jika dipersentasekan dari 5,96% pada tahun 2020 naik menjadi 7,36% pada tahun 2022. Hal ini menunjukkan adanya kenaikan akta kelahiran sebanyak 1,4%. This document is valid evidence related to the status and event of birth of a person and includes the rights of every Indonesian child. The Population and Civil Registration Office of Bandar Lampung City innovated by issuing a new application, entitled Online Services for the Sweet Sitting Community. The application aims to facilitate the community in making population documents, one of which is making birth certificates. Researchers conducted a study entitled "The Effectiveness of Sweet Candy Application in Making Birth Certificates at the Bandar Lampung City Population and Civil Registration Office". Researchers use qualitative descriptive methods with an inductive approach. The data collection techniques used are interviews, observation, and documentation. Technical data analysis starts from data reduction, data presentation, and conclusions. Researchers use Duncan's theory in Steers about Effectiveness. The results showed that the effectiveness of the sweet candy application in making birth certificates from the Bandar Lampung City Population and Civil Registration Office was considered effective. It is said to have been effective because the implementation of the service of making birth certificates through the sweet candy application carried out by the Population and Civil Registration Office shows that the number of birth certificates in 2020 to 2022 has increased, if the percentage from 5.96% in 2020 rose to 7.36% in 2022.
