Abstract

ABSTRACT Problem Statement/Background (GAP): The low level of public understanding of correspondence and the lack of facilities and infrastructure in the office. as well as the lack of outreach from the Kota Baru District to the community. Purpose: The purpose of this research is to find out the Implementation of the Implementation of Integrated Administrative Services in the District of Kota Baru, Jambi City, Jambi Province. Method: Research using qualitative research with descriptive methods through a deductive approach. Data collection techniques were carried out by interviews, observation and documentation. Data analysis techniques were obtained through data reduction, data presentation, verification and drawing conclusions. The research uses Edward III's Implementation Theory with dimensions: Communication, Resources, Disposition, Bureaucratic Structure. Result: The results of the study show that the District as the front guard in providing services to the community must certainly provide the best possible service. Facing existing problems related to the implementation of PATEN such as delays in the process of both licensing and non- licensing services that exceed the specified time, uncertainty in the financing that must be issued and unclear procedures and requirements are the main factors in the formation of policies regarding PATEN. Regulation of the Minister of Home Affairs Number 4 of 2010 concerning the administration of public services in sub-districts starting from the application stage until the issuance of documents covering services in the field of licensing and non- licensing. the author suggests a number of things so that the Kota Baru District government, Jambi City, is able to provide even more optimal sub-district Integrated Administrative Services. Conclusion: The implementation of District Integrated Administrative Services in Kota Baru District, Jambi City, Jambi Province at the Kota Baru sub-district office has not been able to run properly and is on target because there are still obstacles or obstacles being faced. Keywords: Implementation, Service, Administration. 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Rendahnya tingkat pemahaman masyarakat tentang surat menyurat dan Kurangnya sarana dan pra sarana yang ada di kantor. serta Kurangnya sosialisasi dari pihak Kecamatan Kota Baru terhadap masyarakat. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui Implementasi Penyelenggaraan Pelayanan Administrasi Terpadu Kecamatan Di Kecamatan Kota Baru Kota Jambi Provinsi Jambi Metode: Penelitian menggunakan penelitian kualitatif dengan metode deskriptif melalui pendekatan deduktif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik analisis data diperoleh melalui reduksi data, penyajian data, verifikasi dan penarikan kesimpulan. Penelitian menggunakan teori Teori Implementasi Edward III dengan dimensi: Komunikasi, Sumber Daya, Disposisi, Struktur Birokrasi. Hasil/Temuan: Hasil penelitian menunjukan bahwa Kecamatan sebagai garda terdepan dalam memberikan pelayanan kepada masyarakat tentunya harus memberikan pelayanan sebaik mungkin. Menghadapi permasalahan yang ada terkait penyelenggaraan PATEN seperti halnya keterlambatan waktu dalam proses pelayanan baik perizinan maupun non perizinan yang melampaui waktu yang telah ditentukan, ketidakjelasan dalam pembiayaan yang harus dikeluarkan serta prosedur dan persyaratan yang kurang jelas merupakan faktor utama dibentuknya kebijakan mengenai PATEN. Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2010 tentang penyelenggaraan pelayanan publik di Kecamatan mulai dari tahap permohonan hingga terbitnya dokumen yang mencakup pelayanan dibidang perizinan dan non perizinan. penulis menyarankan beberapa hal guna pemerintah Kecamatan Kota Baru Kota Jambi mampu memberikan Pelayanan Administrasi Terpadu kecamatan yang lebih optimal lagi. Kesimpulan: Penyelenggaraan Pelayanan Administrasi Terpadu Kecamatan di Kecamatan Kota Baru Kota Jambi Provinsi Jambi di kantor camat Kota Baru belum dapat berjalan dengan baik dan tepat sasaran karena masih adanya kendala atau hambatan yang dihadapi.
