Abstract

ABSTRACT Problem: The Public Works and Spatial Planning Office of Central Bengkulu Regency has the task of implementing development in various sectors, one of which is road construction. Based on Central Bengkulu Regent Regulation No. 41 of 2020 concerning Guidelines for Implementing an Electronic-Based Government System for Central Bengkulu Regency, that the use of communication and information technology in government processes (e-government) is needed to increase efficiency, effectiveness, transparency and accountability in governance. In terms of data collection, Bengkulu Tengah Regency is still not managed properly electronically. To realize this, a road network database system was formed like that used by the PUPR Service Office of Central Bengkulu Province. Objectives: to know the Road Network Database System at the Public Works and Spatial Planning Office in Central Bengkulu Regency and to know the analysis of the road network database system in supporting the performance of the Office of Works General Affairs and Spatial Planning in Central Bengkulu Regency. Method: This study uses the method. The method applied is descriptive qualitative using an inductive approach. Data was collected through interviews, observation, and documentation. used the theory of SWOT analysis and performance with the aim of knowing the implementation of the Road Network Database System at the Office of Public Works and Spatial Planning in Central Bengkulu Regency and to find out the analysis of the road network database system in supporting the performance of the Public Works and Spatial Planning Office in Central Bengkulu Regency. Results: The results of the study show that the implementation of the Road Network Database system at the Public Works and Spatial Planning Office in Central Bengkulu Regency has strengths in the form of structured network data collection making it easier to collect more accurate data and easier data maintenance, the weakness of the road network database does not reflect the condition of the roads actually in the field, the ease of prioritizing road network improvements as well as threats in the form of incompatibility of the data as a whole with the real conditions in the field. Conclusion: The results of the analysis of the road network database system in supporting the performance of the Public Works and Spatial Planning Service in Central Bengkulu Regency show that the existence of a road network database has supported the performance of the Public Works and Spatial Planning Office in Central Bengkulu Regency in terms of indicators of productivity, service quality, responsiveness , responsibility and accountability. Keywords: Road Network Database, Office of Public Works and Spatial Planning, Central Bengkulu Regency   ABSTRAK Pemasalahan : Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Bengkulu Tengah memiliki tugas melaksanakan pembangunan pada berbagai sektor salah satunya yakni pembangunan jalan. Berdasarkan Peraturan Bupati Bengkulu Tengah No 41 Tahun 2020 Tentang Pedoman Penyelenggaraan Sistem Pemerintahan Berbasis Elektronik Kabupaten Bengkulu Tengah, bahwa pemanfaatan teknologi komunikasi dan informasi dalam proses pemerintahan (e-government) diperlukan untuk meningkatkan efisiensi, efektifitas, transparansi dan akuntabilitas penyelenggaraan pemerintahan. Dalam hal pendataan Kabupaten Bengkulu Tengah masih belum terkelola dengan baik secara elektronik. Untuk mewujudkan hal ini, dibentuklah sistem database jaringan jalan seperti yang digunakan oleh Dinas PUPR Provinsi Bengkulu Tengah.Tujuan : mengetahui Sistem Database Jaringan Jalan pada Dinas Pekerjaan Umum Dan Penataan Ruang di Kabupaten Bengkulu Tengah dan mengetahui analisis sistem database jaringan jalan dalam mendukung kinerja Dinas Pekerjaan Umum dan Penataan Ruang di Kabupaten Bengkulu Tengah.Metode : Penelitian ini menggunakan metode. Metode yang diterapkan ialah deskriptif kualitatif yang menggunakan pendekatan induktif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. menggunakan teori analisis SWOT dan kinerja dengan maksud untuk mengetahui penyelenggaraan Sistem Database Jaringan Jalan pada Dinas Pekerjaan Umum Dan Penataan Ruang di Kabupaten Bengkulu Tengah serta untuk mengetahui analisis sistem database jaringan jalan dalam mendukung kinerja Dinas Pekerjaan Umum dan Penataan Ruang di Kabupaten Bengkulu Tengah.Hasil : Hasil penelitian menunjukkan bahwa Pelaksanaan sistem Database Jaringan Jalan pada Dinas Pekerjaan Umum dan Penataan Ruang di Kabupaten Bengkulu Tengah memiliki kekuatan berupa Pendataan jaringan yang terstruktur sehingga memudahkan pengumpulan data yang lebih akurat serta pemeliharaan data yang lebih mudah, elemahan database jaringan jalan tidak mencerminkan kondisi jalan yang sebenarnya di lapangan, kemudahan penentuan prioritas perbaikan jaringan jalan serta ancaman berupa belum sesuainya data secara keseluruhan dengan kondisi nyata yang ada di lapangan. Kesimpulan : Adapun hasil analisis sistem database jaringan jalan dalam mendukung kinerja Dinas Pekerjaan Umum dan Penataan Ruang di Kabupaten Bengkulu Tengah menunjukkan bahwa keberadaan database jaringan jalan telah menudukung kinerja Dinas Pekerjaan Umum dan Penataan Ruang di Kabupaten Bengkulu Tengah dilihat dari indikator produktivitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Kata Kunci: Database Jaringan jalan, Dinas Pekerjaan Umum dan Penataan Ruang, Kabupaten Bengkulu Tengah
