Abstract

ABSTRACT Problem/Background (GAP): It is important to find out whether the waste bank program has been effective or not in empowering the community, the factors that have become obstacles to the waste bank program, as well as efforts to overcome the factors that have become obstacles to the waste bank program. Purpose: To find out whether the Garbage Bank program by the Environment and Sanitation Service has been effective in empowering people in the city of Bandung, the factors that are obstacles, as well as efforts to overcome the factors that are obstacles to the Garbage Bank program. Method: This study uses a descriptive qualitative method. Data collection methods used in this thesis are interviews and documentation. The data analysis techniques used in this study are data reduction, data presentation, and drawing conclusions. Results/Findings: The findings obtained by the authors in this study are that the waste bank management is not active in running the waste bank program and most of the community is still not a member of the waste bank customers so that the goals of the waste bank program itself cannot be achieved and also the amount of landfill waste has not decreased. Conclusion: There are also several aspects that have not gone well, such as the right target aspect, where there are adequate facilities and infrastructure but there are several obstacles such as operational costs for waste transportation, and also aspects of achieving goals as seen from community participation which is actually already good but not active in carrying out reports to the unit waste bank so that the waste bank program cannot be said to be optimal. Keywords: Program Effectiveness, Community Empowerment, Waste Bank ABSTRAK Permasalahan/Latar Belakang (GAP): Penting untuk mengetahui apakah program bank sampah sudah efektif atau belum dalam memberdayakan masyarakat, faktor yang menjadi hambatan pada program bank sampah, serta upaya untuk mengatasi faktor yang menjadi hambatan pada program bank sampah. Tujuan: Untuk mengetahui untuk mengetahui apakah program Bank Sampah oleh Dinas Lingkungan Hidup dan Kebersihan sudah efektif dalam memberdayakan masyarakat di Kota Bandung, faktor yang menjadi hambatan, serta upaya untuk mengatasi faktor yang menjadi hambatan pada program Bank Sampah. Metode: Penelitian ini menggunakan metode kualitatif deskriptif. Metode pengumpulan data yang digunakan dalam skripsi ini adalah dengan wawancara, dan dokumentasi. Adapun teknis analisis data yang digunakan dalam penelitian ini adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu pengurus bank sampah yang tidak aktif dalam menjalankan program bank sampah serta hampir sebagian besar masyarakat masih belum tergabung menjadi nasabah bank sampah sehingga tujuan dari program bank sampah sendiri masih belum bisa tercapai dan juga jumlah timbunan sampah tidak mengalami penurunan. Kesimpulan: Adapun juga beberapa aspek yang belum berjalan dengan baik seperti dalam aspek tepat sasaran, dimana ada sarana dan prasarana sebenarnya sudah memadai namun ada beberapa kendala seperti biaya operasional pengangkutan sampah, dan juga aspek tercapainya tujuan yang dilihat dari partisipasi masyarakat yang sebenarnya sudah baik tetapi tidak aktif dalam melaksanakan laporan kepada bank sampah unit sehingga program bank sampah belum bisa dikatakan dengan maksimal.
