Abstract
ABSTRACT Problem/Background: We see the phenomenon of politicization of the bureaucracy in many political battles in Indonesia today. The problem of bureaucratic politicization is a problem in almost all regions in Indonesia. The bureaucracy is often involved in practical politics in the implementation of regional head elections. One of the political activities carried out by the bureaucracy was in the 2018 election process for the mayor and deputy mayor which took place in the city of Palembang. In this general election, the bureaucracy carries out its own dynamics in order to achieve optimal general election implementation. Purpose: This study aims to obtain an overview of the performance of the Empowerment Service. This study aims to find out and analyze the dynamics of bureaucracy in the election of the mayor of Palembang for the 2018-2023 period. Method: The method used is descriptive qualitative with an inductive approach. Data collection used interview, observation and documentation techniques, then the validity of the data obtained by triangulation was carried out and using data analysis techniques with data reduction, data presentation which can then be drawn conclusions. Results/Findings: The results of the study show that there is adaptability in decisions related to elections and quick adaptation to an increasingly complex system. In terms of innovation, the bureaucracy developed the Si-Maspri mobile application. Flexibility is carried out by adjusting campaign and general election schedules with the COVID-19 pandemic situation. In terms of commitment, all parties have committed to carry out the elections for the Mayor of Palembang for the 2018-2023 period effectively and efficiently. In terms of responsiveness, the Palembang city bureaucracy responds quickly and appropriately to complaints, suggestions or input submitted by the public. For transparency, bureaucratic actors try to disclose information related to the election through the Election Commission website page. The last dynamic is collaboration with various parties, one of which is the customary leader. This is done in order to make the dynamics of the bureaucratic dynamics of the Palembang Mayor election for the 2018-2023 period run well. Conclusion: Based on this research, it can be concluded that the dynamics of bureaucracy in the election of the mayor of Palembang for the 2018-2023 period is very complex.
