Abstract

ABSTRAK Pemerintah Kabupaten Pringsewu mengeluarkan Peraturan Daerah (Perda) Kabupaten Pringsewu Nomor 10 Tahun 2013 tentang Ketertiban Umum. Berdasarkan hal tersebut maka Peneliti tertarik membahas tentang Ketertiban Umum yang masih sulit untuk diselesaikan terutama pada Pedagang Kaki Lima (PKL) yang berniaga tidak pada tempat yang telah disediakan. Agar tercapainya ketentraman, ketertiban umum didalam lingkungan masyarakat Kabupaten Pringsewu Provinsi Lampung. Maka dari itu Peneliti mengangkat judul penelitian yaitu “Penertiban Pedagang Kaki Lima di Taman Hijau oleh Satuan Polisi Pamong Praja Kabupaten Pringsewu Provinsi Lampung”. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis deskriptif. Jenis data yang digunakan adalah data primer dan data sekunder dengan teknik pengumpulan data secara observasi, wawancara, dan dokumentasi di Kantor Satuan Polisi Pamong Praja Kabupaten Pringsewu. Data yang diolah adalah simpulan dari hasil wawancara di lapangan yaitu wawancara dengan informan yang ditemui di lapangan. Lokasi penelitian ini dipilih secara sengaja yaitu di Kantor Satuan Polisi Pamong Praja Kabupaten Pringsewu serta mengambil Kasat Pol PP, Sekretaris Satpol PP, Kabid Tranmas dan Tibum, Kepala Seksi sebagai informan. Analisis data yang digunakan adalah dengan tahapan reduksi data, penyajian data dan kesimpulan. Hasil penelitian ini, Pelaksanaan penertiban pedagang kaki lima atau PKL dibina langsung oleh pemerintah Kelurahan atau Kecamatan dan apabila terdapat pelanggaran dari pihak PKL maka dikeluarkan surat teguran sampai tiga kali setelah itu diadakan penertiban oleh pihak pemerintah yang dilaksanakan oleh bagian ketertiban Umum dan Proses pengawasan dan penertiban PKL tertuang dalam perda No.10 tahun 2013 pasal 1 tentang penyelenggaraan ketentrman dan ketertiban umum. Proses penertiban ini berpengaruh kepada warga Pedagang Kaki Lima atau PKL mereka dapat memahami aturan yang ditetapkan oleh Pemerintah Daerah sehingga PKL lebih tertib dan teratur dalam menjalankan usahanya. Based on this, the researcher is interested in discussing public order which is still difficult to solve, especially for street vendors (PKL) who do business not in the space provided. In order to achieve peace, public order within the community of Pringsewu Regency, Lampung Province. Therefore the researcher raised the title of the study, namely "Controlling Street Vendors in a Green Park by the Civil Service Police Unit, Pringsewu Regency, Lampung Province". This study uses a qualitative approach with descriptive analysis method. The types of data used are primary data and secondary data with data collection techniques by observation, interviews, and documentation at the Civil Service Police Unit Office, Pringsewu Regency. The processed data is the conclusion from the results of interviews in the field, namely interviews with informants found in the field. The location of this research was chosen deliberately, namely at the Civil Service Police Unit Office of Pringsewu Regency and took the Head of the Pol PP Head, Secretary of Satpol PP, Head of Tranmas and Tibum, Head of Section as informants. Data analysis used is the stages of data reduction, data presentation and conclusions. The results of this study, the implementation of controlling street vendors or PKL are directly fostered by the Kelurahan or Sub-District government and if there is a violation from the PKL, a letter of warning is issued up to three times after that the controlling is carried out by the government which is carried out by the public order and supervision process and controlling street vendors is contained in regional regulation No. 10 of 2013 article 1 concerning the administration of public order and tranquility. This controlling process affects street vendors or street vendors so they can understand the rules set by the regional government so that street vendors are more orderly and regular in running their business.
