Abstract

ABSTRACT Background: BUMD is a Regional Owned Enterprise whose capital is wholly or mostly owned by the region. Regional Owned Enterprises themselves play an important role for regional development in particular and national development in general. For the regions themselves, BUMD has a strategic position towards increasing local revenue (PAD). PD. BPR Bahteramas itself is one of the Regional Owned Enterprises owned by the regional government of Southeast Sulawesi Province with the role of coaching taken over by the Bureau of Economic Administration of the Regional Secretariat of Southeast Sulawesi Province which aims to help and encourage the economic growth of people who are currently unable to operate properly as a result of fraud cases committed in PD. BPR Bahteramas. Purpose: This study aims to find out how the performance of the State Civil Apparatus of the Bureau of Economic Administration in developing BUMD PD. BPR Bahteramas, what are the supporting and inhibiting factors in fostering BUMD PD. BPR Bahteramas and find out what efforts were made by the State Civil Apparatus for the Bureau of Economic Administration in overcoming obstacles in fostering BUMD PD. BPR Bahteramas. Method: The design of this study uses qualitative research with descriptive methods and an inductive approach. Data collection techniques used are interviews, observation, and documentation. The data analysis technique used in this study is data reduction, data presentation, and drawing conclusions. Results/Findings: The results of the study show that the development of BUMD PD. BPR Bahteramas by the State Civil Apparatus of the Bureau of Economic Administration has not gone well caused by several factors such as the lack of quality human resources so that they are less skilled in analyzing existing problems and the frequent occurrence of shortages of operational budgets, especially in BUMD coaching activities, thus hindering the PD BUMD development process. BPR Bahteramas. Conclusion: Development of BUMD PD. BPR Bahteramas by the State Civil Apparatus Bureau of Economic Administration Regional Secretariat of Southeast Sulawesi Province has not gone well, especially in the aspect of Human Resources (HR). The State Civil Apparatus, Bureau of Economic Administration, still lacks understanding of matters related to banking, so it is difficult to analyze the existing problems. Efforts made by the State Civil Apparatus in overcoming obstacles are by rearranging the budget, carrying out a merger or merging of all BPRs into 2 BPRs, increasing the supervisory and coaching functions and increasing the competence of the employees of the Bureau of Economic Administration of the Regional Secretariat of Southeast Sulawesi Province. Keywords: PD. BPR Bahteramas, BUMD, Development. ABSTRAK Latar Belakang : BUMD merupakan Badan Usaha Milik Daerah yang seluruh atau sebagian besar modalnya dimiliki oleh daerah. Badan Usaha Milik Daerah sendiri memainkan peranan penting bagi pembangunan daerah khususnya dan nasional pada umumnya. Bagi daerah sendiri BUMD memiliki kedudukan yang strategis terhadap peningkatan Pendapatan Asli Daerah (PAD). PD. BPR Bahteramas sendiri adalah salah satu Badan Usaha Milik Daerah yang dimiliki oleh pemerintah daerah Provinsi Sulawesi Tenggara dengan peranan pembinaan yang diambil alih oleh Biro Administrasi Perekonomian Sekretariat Daerah Provinsi Sulawesi Tenggara yang bertujuan untuk membantu dan mendorong pertumbuhan ekonomi masyarakat yang saat ini belum dapat beroperasi dengan baik akibat kasus fraud yang dilakukan di PD. BPR Bahteramas. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Aparatur Sipil Negara Biro Administrasi Perekonomian dalam pembinaan BUMD PD. BPR Bahteramas, apa faktor pendukung dan penghambat dalam pembinaan BUMD PD. BPR Bahteramas dan mengetahui upaya apa yang dilakukan Aparatur Sipil Negara Biro Administrasi Perekonomian dalam mengatasi hambatan dalam pembinaan BUMD PD. BPR Bahteramas. Metode: Desain penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah dengan wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan pada penelitian ini adalah dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pembinaan BUMD PD. BPR Bahteramas oleh Aparatur Sipil Negara Biro Administrasi Perekonomian belum berjalan dengan baik yang disebabkan oleh beberapa faktor seperti kurangnya kualitas SDM sehingga kurang terampil dalam menganalisis masalah yang ada serta sering terjadinya kekurangan anggaran operasional terkhusus pada kegiatan pembinaan BUMD sehingga menghambat proses pembinaan BUMD PD. BPR Bahteramas. Kesimpulan: Pembinaan BUMD PD. BPR Bahteramas oleh Aparatur Sipil Negara Biro Administrasi Perekonomian Sekretariat Daerah Provinsi Sulawesi Tenggara belum berjalan dengan baik terutama pada aspek Sumber Daya Manusia (SDM). Aparatur Sipil Negara Biro Administrasi Perekonomian masih kurang memahami hal hal yang berkaitan dengan perbankan sehingga susah untuk menganalisis masalah yang ada. Upaya yang dilakukan Aparatur Sipil Negara dalam mengatasi hambatan adalah dengan penataan ulang anggaran, melakukan merger atau penggabungan seluruh BPR menjadi 2 BPR, meningkatan fungsi pengawasan dan pembinaan dan meningkatkan kompetensi pegawai Biro Administrasi Perekonomian Sekretariat Daerah Provinsi Sulawesi Tenggara.
