Abstract

ABSTRACT Problem/Background (GAP): Democratic life in Indonesia has various differences that arise in understanding the meaning of democracy itself. One of the manifestations is the democratic party, in this case the manifestation of democracy in the village is the village head election. In the process, differences arise that lead to conflict. The village is an area within the sub-district where the sub-district head is the leader of the area and has the duty to oversee its implementation because in the previous election there were several conflicts during its implementation. Purpose: This research aims to find out how the strategy carried out by the sub-district head in preventing social conflicts in the implementation of the 2022 village elections in the western langowan sub-district. Methods: This research uses a qualitative descriptive method. The theory used is the theory of conflict prevention strategies by Jacob. where data collection techniques use interviews, observation and documentation. Data analysis techniques use data reduction, data display and data verification. Results/Findings: The findings obtained by researchers in this study are that the sub-district head's strategy for preventing social conflicts in the implementation of the 2022 Pilkades in Langowan Barat sub-district has been carried out which is measured by 3 dimensions, namely, early warning and response systems, trust-building actions, and diplomatic missions which then get supporting and inhibiting factors that influence the strategies carried out by the sub￾district head in preventing conflicts during their implementation. Conclusion: based on the observations of researchers that the strategy carried out by the sub-district head has not been running optimally because in the implementation process there are still post￾election conflicts. because other indicators have been running well but the negotiation and mediation indicators have not been carried out properly so that a conflict arises. Presumably the government is able to improve communication and coordination with the community and further tighten supervision and security where good cooperation with the police and TNI at the sub-district level and pay more attention to information circulating so that in the future elections can run safely. Keywords: Sub-district Heads, Village Head Elections, Social Conflicts ABSTRAK Permasalahan/Latar Belakang (GAP) : Kehidupan berdemokrasi di Indonesia memiliki berbagai perbedaan yang muncul dalam memahami arti demokrasi itu sendiri. Salah satu perwujudannya adalah dengan adanya pesta demokrasi dalam hal ini perwujudan demokrasi di desa adalah dengan adanaya pemilihan kepala desa. Dalam prosesnya tentu muncul berbagai perbedaan yang berujung konflik. Desa merupakan wilayah yang berada dalam wilayah kecamatan dimana Camat yang menjadi pemimpin wilayah tersebut dan mempunyai tugas untuk mengawasi pelaksanaannya karena pada pemilihan sebelumnya terjadi beberapa konflik selama pelaksanaannya. Tujuan: penelitian ini bertujuan untuk mengetahui bagaimana strategi yang dilakukan camat dalam mencegah terjadinya konflik sosial pada pelaksanaan pilkades tahun 2022 di kecamatan langowan barat Metode : penelitian ini menggunakan metode deskriptif kualitatif. Teori yang digunakan adalah teori strategi pencegahan konflik oleh Jacob . dimana teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan reduksi data, display data dan verifikasi data. Hasil/Temuan : Temuan yang diperoleh peneliti dalam penelitian ini yaitu strategi Camat pada pencegahan konflik sosial dalam pelaksanaan pilkades tahun 2022 di kecamatan langowan barat telah dijalankan yang diukur dengan 3 dimensi yaitu, peringatan dini dan respon sistem, tindakan membangun kepercayaan, dan misi diplomati yang kemudian mendapatkan faktor-faktor pendukung serta penghambat yang mempengaruhi strategi yang dilakukan oleh camat dalam mencegah terjadinya konflik selama pelaksanaanya. Kesimpulan : berdasarkan pengamatan peneliti bahwa strategi yang dilakukan oleh Camat belum berjalan dengan optimal karena dalam proses pelaksanaannya masih terjadi konflik pasca pilkades. dikarenakan pada indikator lainnya telah berjalan dengan baik tetapi indikator negosiasi dan mediasi belum dilakukan dengan baik sehingga munculnya sebuah konflik. Kiranya pemerintah mampu meningkatkan komunikasi dan koordinasi dengan masyarakat dan lebih memperketat pengawasan dan pengamanan dimana menjalin kerjasama yang baik dengan pihak kepolisian dan TNI tingkat kecamatan dan lebih memperhatikan mengenai informasi yang beredar agar kedepannya pemilihan dapat berjalan dengan aman.
