Abstract

ABSTRACT Problem/Background (GAP): The ethnic Chinese in Kranggan Village prefer to trade on voting day, some choose to take part in the election first and then open their shop Back. Of the 5 RWs spread across Kranggan Village, only 1 RW has an indigenous population, while the other 4 RWs are mostly Chinese, this is what makes the difference in the level of participation in each RW in Kranggan Village. Purpose: The purpose of this study was to determine the level of participation of the Chinese Ethnic in the Kranggan Village in the Regional Head Election, the inhibiting factors in increasing the participation of the Chinese Ethnic, efforts to overcome obstacles carried out by the General Election Commission of Semarang City, Central Java Province. Method: This study uses a qualitative method with an inductive approach. Data collection techniques used interviews and documentation, and did not use the observation method because the research carried out had already been completed, namely in 2020. Results/Findings: The findings obtained by the authors in this study are 1. The awareness of the Chinese community is still lacking, namely they are reluctant to use their right to vote in regional head elections because there is no interest in political activities 2) many Chinese people do not care about election activities and prioritize themselves to work, but during the election of candidates for DPRD members, the political participation rate increased because there were candidates who came forward who came from ethnic Chinese. 3), the number of Chinese citizens who attended the socialization and participated in the campaign stages was very limited. Conclusion: the participation of the Chinese Ethnic in Kranggan Village will not go well if the socialization from the KPU is not evenly distributed, so that other inhibiting factors will not be resolved if the problem regarding the level of participation is not going well Keywords: Ethnicity, Election Commission, Participation, Outreach ABSTRAK Permasalahan/Latar Belakang(GAP): Etnis Tionghoa yang berada di Kelurahan Kranggan lebih memilih untuk berdagang saat hari h pemungutan suara, ada juga yang memilih untuk mengikuti pemilu dulu baru kemudian membuka tokonya Kembali Dari 5 RW yang tersebar di Kelurahan Kranggan hanya 1 RW saja yang berpenduduk pribumi, sedangkan 4 RW lainnya mayoritas berisi warga Etnis Tionghoa, hal ini yang membuat adanya perbedaan tingkat partisipasi di tiap RW yang berada di Kelurahan Kranggan Tujuan: Tujuan dari penelitian ini adalah untuk untuk mengetahui tingkat partisipasi Etnis Tionghoa di Kelurahan Kranggandalam Pemilihan Kepala Daerah, faktor penghambat dalam peningkatan partisipasi Etnis Tionghoa, upaya mengatasi hambatan yang dilakukan Komisi Pemilihan Umum Kota Semarang Provinsi Jawa Tengah. Metode: Penelitian ini menggunakan me tode kualitatif dengan pedekatan induktif. Teknik pengumpulan data menggunakan wawancara dan dokumentasi, serta tidak menggunakan metode observasi dikarenakan penelitian yang dilakukan sudah terlewat yaitu di Tahun 2020. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu 1. Kesadaran masyarakat Tionghoa masih kurang yaitu enggan menggunakan hak pilihnya dalam Pemilihan Kepala daerah karena tidak adanya ketertarikan dengan kegiatan politik 2) masyarakat Tionghoa banyak yang tidak perduli dengan kegiatan pemilihan dan lebih mengutamakan dirinya untuk bekerja, tetapi saat pemilihan calon anggota DPRD angka partisipasi politik meningkat karena adanya calon tersebut yang maju yang berasal dari kalangan etnis Tionghoa 3) , jumlah warga Tionghoa yang hadir dalam sosialisasi dan mengikuti tahapan kampanye sangat terbatas Kesimpulan: partisipasi Etnis Tionghoa di Kelurahan Kranggan tidak akan berjalan dengan baik apabila sosialisasi dari KPU tidak merata, sehingga factor-faktor penghambat lainnya tidak akan teratasi apabila permasalahan mengenai tingkat partisipasi tidak berjalan dengan baik Kata Kunci: Etnis, Komisi Pemilihan Umum, Partisipasi, Sosialisasi
