Abstract

ABSTRACT Problem Statement/ Background (GAP) : Public order and community security are conditions in which society can carry out daily activities in a peaceful, orderly, and organized manner to support sustainable development in the region. There are various cases of violations related to public order and community security that occur in Kendari City, such as violations of loose animals, administrative permit violations, street vendors, alcohol distribution, violations related to population administration, vagrants, beggars and street children, and couples caught in a boarding house raid. To solve these problems, the researcher used the Effectiveness theory by Tangkilisan (2007). The purpose of this research is to determine the effectiveness of law enforcement of public order and community security by Satpol PP in Kendari City, the inhibiting factors of the performance effectiveness of Satuan Polisi Pamong Praja, and the factors that can increase the effectiveness of the performance of Satuan Polisi Pamong Praja. The method used in this study is descriptive qualitative method by providing facts and data that occurred in the field through data collection techniques such as observation, interviews, and documentation. Sampling techniques used are purposive sampling and snowball sampling. The results of this study show that the effectiveness of law enforcement of public order and community security by Satuan Polisi Pamong Praja in Kendari City has not been effective. This can be seen from the education of Satpol PP members, the lack of facilities and infrastructure, the level of skills, and the completion of tasks by members of Satuan Polisi Pamong Praja in Kendari City to suppress various violations. The conclusion of this study is that law enforcement of public order and community security has not been effective. The researcher suggests that Satpol PP conducts a detailed analysis of the needs of human resources, optimizes the available facilities and infrastructure, conducts regular training and coaching for its members, and increases the provision of awards to improve employee performance in carrying out their duties. Keywords: Public Order, Peace, Effectiveness, Satpol PP ABSTRAK Pernyataan Masalah/ Latar Belakang (GAP) : Ketertiban umum serta ketenteraman masyarakat ialah gambaran sebuah kondisi dimana masyarakatnya dapat melaksanakan kegiatan serta aktifitas sehari-hari dengan tenteram, teratur, serta tertib sebagai pendukung pelaksanaan pembangunan di daerah secara berkelanjutan. Ada berbagai kasus pelanggaran terkait ketertiban umum serta ketenteraman masyarakat yang terjadi di Kota Kendari seperti pelanggaran hewan lepas, pelanggaran administrasi izin usaha, pedagang kaki lima, peredaran minuman beralkohol, pelanggaran yang berkaitan dengan administrasi kependudukan, gelandangan, pengemis dan anak jalanan, serta pasangan mesum saat razia kosan. Untuk menyelesaikan permasalahan tersebut peneliti menggunakan teori Efektivitas dari Tangkilisan (2007). Tujuan Penelitian ini untuk mengetahui efektivitas penegakan ketenteraman dan ketertiban umum oleh Satpol PP di Kota Kendari, Faktor penghambat Efektivitas kinerja Satuan Polisi Pamong Praja, Serta mengetahui faktor yang dapat meningkatkan Efektivitas Kinerja Satuan Polisi Pamong Praja. Metode yang digunakan dalam penelitian ini menggunakan metode deskriptif kualitatif dengan memberikan gambaran fakta serta data yang terjadi dilapangan melalui teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Teknik pengambilan sampel menggunakan purposive sampling dan snowball sampling. Hasil penelitian ini menunjukan efektivitas penegakan ketenteraman dan ketertiban umum masyarakat oleh Satuan Polisi Pamong Praja Kota Kendari belum efektif. Hal ini dapat dilihat dari sisi pendidikan para anggota Satpol PP, kurangnya sarana dan prasarana, tingkat keterampilan serta penyelesaian setiap tugas dari anggota Satuan Polisi Pamong Praja Kota Kendari untuk menekan adanya berbagai pelanggaran. Kesimpulan yang dapat diperoleh pada penelitian ini yaitu penegakan Ketenteraman dan ketertiban Umum belum berjalan dengan efektif. Peneliti memiliki saran antara lain Satpol PP melakukan analisis kebutuhan SDM yang detail, mengoptimalkan sarana dan prasana yang tersedia, melaksanakan pelatihan dan pembinaan kepada anggotanya secara rutin, serta meningkatkan pemberian penghargaan agar dapat meningkatkan kinerja pegawai dalam menjalankan setiap tugas yang diemban.
