Abstract

Problem Statement/Background (GAP): Community welfare can be implemented through community empowerment in the gunung bintang district. So that it can produce coffee farmers who are professional in growing coffee so that the results can be of high quality. And can improve the local economy. Purpose: This study aims to find out and analyze how the empowerment of coffee farming communities is carried out by the Agriculture Office of the Gunung Bintang Regency and to find out the potential obstacles and efforts made in empowering coffee farmers by the Agriculture Service of the Gunung Bintang Regency. Method: This study uses a descriptive qualitative research method with an inductive approach. Data collection techniques used were interviews, observation, documentation and online data tracking. Interviews were conducted with parties involved in empowering coffee farmers in the district, namely the Head of the Agriculture Office of the Gunung Bintang Regency, the Head of the Agriculture Division of the Gunung Bintang Regency, and the Agricultural Service Employees, as well as the Coffee Farmers as the object of an empowerment. Data analysis was carried out by processing data, analyzing data, and interpreting the results of the analysis. Result: There are still some obstacles both from the Government and from the coffee farmers themselves. Conclusion: This research shows that the implementation of the empowerment carried out by the Agriculture Office of the Gunung Bintang Regency for coffee farmers in the Gunung Bintang Regency has gone well, but there are still some obstacles both from the Government and from the coffee farmers themselves. Obstacles from the government such as there are still many farmers who have not joined Farmer Groups so that the distribution of aid is not evenly distributed, and Infrastructure. Barriers for coffee farmers are land and air access roads that are not yet running smoothly and access roads that lead to coffee plantations and the selling price of coffee is unstable. Keywords: Community Empowerment, Coffee Farmers ABSTRAK Permasalahan/Latar Belakang (GAP): Kesejahteraan masyarakat dapat diimplementasikan melalui pemberdayaan masyarakat di daerah kabupaten pegunungan bintang. Sehingga dapat menghasilkan petani kopi yang profesional dalam menanam kopi hinggga hasilnya dapat berkualitas. Dan dapat meningkatkan ekonomi masyarakat setempat. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana pemberdayaan masyarakat petani Kopi yang dilaksanakan oleh Dinas 2 Pertanian Kabupaten Pegunungan Bintang serta untuk mengetahui ancer penghambat dan upaya yang dilakukan dalam melakukan Pemberdayaan Petani kopi oleh Dinas Pertanian Kabupaten Pegunungan Bintang. Metode: Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dokumentasi dan penelusuran data online. Wawancara dilakukan terhadap pihak-pihak yang terkait dalam pemberdayaan petani kopi di kabupaten yaitu Kepala Dinas Pertanian Kabupaten Pegunungan Bintang, Kepala Bidang Pertanian Kabupaten Pegunungan Bintang, dan Pegawai Dinas pertanian, serta Para Petani Kopi selaku obyek dari suatu pemberdayaan. Analisis data dilakukan dengan Pengolahan Data, Penganalisisan Data, dan Penafsiran Hasil Analisis. Hasil/Temuan: Masih terdapat beberapa hambatan baik dari Pemerintah maupun dari petani kopi itu sendiri. Kesimpulan: Penelitian ini menunjukkan bahwa dalam pelaksanaan pemberdayaan yang dilakukan oleh Dinas Pertanian Kabupaten Pegunungan Bintang terhadap petani kopi di Kabupaten Pegunungan Bintang sudah berjalan dengan baik, namun masih terdapat beberapa hambatan baik dari Pemerintah maupun dari petani kopi itu sendiri. Hambatan dari pemerintah seperti masih banyak petani yang belum tergabung dalam Kelompok Tani sehingga penyaluran bantuan belum merata, dan Sarana Prasarana. Hambatan dari petani kopi adalah akses jalan darat maupun udarah yang belom berjalan ancer dan akses jaln yang menuju pertanaman kopi dan harga jual kopi yang tidak stabil.
