Abstract

ABSTRACT Problem Statement : The growth in the number of street vendors in Pekanbaru City as a way for the community to make a living is one of the problems in regional development affairs, especially from the point of view of public order. This problem is caused by traders using locations and public facilities that should not be used for personal gain, such as peddling wares in places that shouldn't be, such as roadsides and sidewalks which can damage public facilities and the beauty of the city. To create public order in the city of Pekanbaru, a strategy for the civil service police unit is definitely needed which has the main tasks and functions listed in Government Regulation Number 16 of 2018 concerning the Civil Service Police Unit to create public order and public peace. Purpose: The purpose of this study is to analyze the strategy of the Civil Service Police Unit in controlling street vendors in Pekanbaru City. Method : In this study, researchers used a descriptive qualitative research method with an inductive approach. Result: The research results obtained related to the Civil Service Police Unit's strategy show that there are goals, policies, and programs from the Civil Service Police Unit in creating public order and public peace. Apart from that, during the implementation of controlling activities, there are things that become obstacles, namely, there is still a lack of public understanding of the rules of law so that there are still many who commit violations and the negative views of the public and street vendors towards the Civil Service Police Unit control the merchandise of street vendors in creating public order. in Pekanbaru City. Conclusion: The strategy of the Civil Service Police Unit in regulating street vendors in Pekanbaru City has objectives that are directly related to the strategies used by inhibitors found during research on the Strategy of the Civil Service Police Unit in the Control of Street Vendors in Pekanbaru City, Riau Province. Suggestion: The Pekanbaru City Civil Service Police Unit is expected to continue to carry out regulations consistently and prioritize a humanist attitude so that the good image of Satpol PP in the eyes of the public is maintained and the Pekanbaru City Government is expected to provide a predetermined place for street vendors to sell.. Keywords: Strategy, Civil Service Police Unit, Public Order, Street Vendors ABSTRAK Permasalahan/Latar Belakang (GAP) : Pertumbuhan jumlah pedagang kaki lima di Kota Pekanbaru sebagai salah satu cara masyarakat untuk mencari nafkah sebagai salah satu masalah dalam urusan pembangunan daerah, Terkhusus dari sudut pandang ketertiban umum. Masalah ini disebabkan para pedagang menggunakan lokasi dan fasilitas umum yang semestinya tidak dipergunakan untuk kepentingan pribadi, Seperti menjajakan dagangan di tempat yang tidak seharusnya seperti bahu jalan dan trotoar yang dapat merusaknya fasilitas umum dan keindahan kota. Untuk menciptakan ketertiban umum di Kota Pekanbaru pasti sangat dibutuhkan strategi satuan polisi pamong praja yang memiliki tugas pokok dan fungsi yang tercantum dalam Peraturan Pemerintah Nomor 16 Tahun 2018 tentang Satuan Polisi Pamong Praja untuk terciptanya ketertiban umum dan ketentraman masyarakat. Tujuan : Maksud dari Penelitian ini untuk Menganalisis Strategi Satuan Polisi Pamong Praja dalam Penertiban Pedagang Kaki Lima di Kota Pekanbaru. Metode : Pada penelitian ini, Peneliti menggunakan metode penelitian kualitatif deskriptif dengan pendekatan induktif. Hasil : Hasil penelitian yang didapat berhubungan dengan stategi Satuan Polisi Pamong Praja menunjukan bahwa terdapat tujuan, kebijakan, dan program dari Satuan Polisi Pamong Praja dalam menciptakan ketertiban umum dan ketenketentraman masyarakat. Selain itu saat pelaksanaan kegiatan penertiban terdapat hal-hal yang menjadi penghambat yaitu, Masi kurangnya pemahaman masyarakat terhadap aturan-aturan hukum sehingga masi banyak yang melakukan pelanggaran dan Pandangan negatif masyarakat dan PKL kepada Satuan Polisi Pamong Praja melakukan penertiban dagangan para PKL dalam menciptakan ketertiban umum di Kota Pekanbaru.. Kesimpulan : Strategi Satuan Polisi Pamong Praja dalam penertiban pedagang kaki lima di Kota Pekanbaru yaitu memiliki tujuan yang berkaitan langsung dengan strategi yang digunakan penghambat yang ditemukan selama penelitian tentang Strategi Satuan Polisi Pamong Praja dalam Penertiban Pedagang Kaki Lima di Kota Pekanbaru,Provinsi Riau Saran : Satuan Polisi Pamong Praja Kota Pekanbaru diharapkan tetap melaksanakan penertiban secara konsisten dan mengedepankan sikap humanis agar citra baik Satpol PP di mata masyarakat tetap terjaga dan Pemerintah Kota Pekanbaru diharapkan menyediakan tempat yang telah ditentukan bagi pedagang kaki lima untuk berjualan.
