Abstract

ABSTRACT Problem Statement/ Background (GAP) : Problem / Background Statement (GAP): data from the Balikpapan City Youth, Sports and Tourism office 2021 shows that the total tourist visits in 2019 were the highest number of tourist visits, namely 2,935,138 tourists both foreign and local. However, there was a very significant decline from 2019-2020 due to the COVID-19 pandemic which has hit the tourism industry and creative economy in the city of Balikpapan. The purpose of this study is to analyze the Performance of the Youth Sports and Tourism Office Apparatus in the Development of Manggar Beach Tourism Objects in Balikpapan City, East Kalimantan Province. The method that researchers use in this study is qualitative methods . The Result showed that the performance of the youth sports and tourism office apparaturs in the development of Manggar beach tourism objects as whole was quite good, but there were several things that became inhibiting factors. The Conclusion of this study on the development of Manggar beach objects, namely the lack of parking space for visitors vehicles, the erosion of beach abrasion The land part, as well as the lack of participation from the community towards the environment, efforts made in the development of Manggar Beach are being built parking lots which are assistance from the Provincial Government, direct surveys of beach abrasion by BWS, Provincial Bappeda and Balikpapan City Bappeda, and educating the public in supporting the development of beach attractions Manggar. Keywords: Performance, Apparatus, Development ABSTRAK Pernyataan Masalah/ Latar Belakang (GAP) : data dari dinas Pemuda, Olahraga dan Pariwisata Kota Balikpapan 2021menunjukkan bahwa total kunjungan wisatawan pada tahun 2019 merupakan jumlah kunjungan wisatawan tertinggi yaitu sebanyak 2.935.138 wisatawan baik mancanegara maupun lokal. Namun terjadi penurunan yang sangat signifikan dari tahun 2019-2020 karena adanya pandemic COVID-19 yang telah menghantam industri pariwisata dan ekonomi kreatif di kota Balikpapan. Tujuan penelitian ini untuk menganalisis Kinerja Aparatur Dinas Pemuda Olahraga dan Pariwisata Dalam Pengembangan Objek Wisata Pantai Manggar di Kota Balikpapan Provinsi Kalimantan Timur. Metode yang peneliti gunakan dalam penelitian ini yaitu dengan metode kualitatif. Hasil penelitian menunjukkan bahwa Kinerja Aparatur Dinas Pemuda Olahraga dan Pariwisata dalam Pengembangan Objek Wisata Pantai Manggar secara keseluruhan sudah cukup baik, namun ada beberapa hal yang menjadi faktor penghambat kesimpulan penelitian ini pengembangan objek wisata pantai manggar yaitu masih kurangnya lahan parkir untuk kendaraan pengunjung, adanya abrasi pantai yang mengikis bagian darat, serta kurangnya partisipasi dari masyarakat terhadap lingkungan, upaya yang dilakukan dalam pengembangan pantai manggar adalah sedang dibangun lahan parkir yang merupakan bantuan dari pemerintah provinsi, survei langsung mengenai abrasi pantai oleh BWS, Bappeda Provinsi dan Bappeda Kota Balikpapan, serta mengedukasi masyarakat dalam mendukung pengembangan objek wisata Pantai Manggar.
