Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problems that occur in the implementation of village development with a cash labor-intensive pattern in Jayapura Regency where the implementation of village development is still trying to optimize development so that it becomes an independent village. Purpose: The purpose of this study is to find out, analyze and describe the performance of one of the efforts to improve the performance of the State Civil Apparatus, which is bureaucratic reform. Method:This study uses a qualitative method with an inductive approach. Data collection techniques were carried out by observation, in-depth interviews (6 informants), and documentation . Result:. the author's analysis as a whole, the performance of the Community Empowerment Office and Kampung Jayapura Regency can be said to be not good, it only needs to be optimally improved in several indicators. Judging from the 14 indicators from the theory used, there are 8 indicators that are inhibiting the performance of the Jayapura Regency Village Community Empowerment Service according to Dwiyanto's theory and Adisasmita's theory in accordance with procedures as happened in the field, although this is felt to be not maximally measured from the quality of organizational performance and there are still some obstacles which hinder the performance of these services such as lack of community participation, lack of employee discipline and the quality of human resources that need to be improved Conclusion: The conclusion obtained by the authors in this study is that the performance of the Village Community Empowerment Service in the Implementation of Village Development with a Cash Labor-Intensive Pattern in Jayapura Regency, Papua Province, can be said to be quite good and still has to be optimized because the agency still has several obstacles so the authors suggest that the agency overcome the obstacles that become an obstacle to the performance of the service itself. Keywords: Performance, Village Development, Cash Labor Intensiv ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan yang terjadi pada pelaksanaan pembangunan kampung dengan pola padat karya tunai di Kabupaten Jayapura dimana pelaksanaan pembangunan kampung yang masih berupaya untuk mengoptimalkan pembangunan agar menjadi kampung yang mandiri Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui menganalisis dan mendekskripsikan mengenai kinerja salah satu upaya dalam meningkatkan Kinerja Aparatur Sipil Negara yang merupakan reformasi birokrasi Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan observasi ,wawancara mendalam (6 informan), dan dokumentasi. Hasil/Temuan:analisis penulis secara keseluruhan, Kinerja Dinas Pembedayaan masyarakat dan Kampung Kabupaten Jayapura dapat dikatakan belum baik, hanya perlu dilakukan perbaikan secara secara optimal di beberapa indikator. Dilihat dari 14 indikator dari teori yang digunakan ada 8 indikator yang menjadi penghambat Kinerja Dinas Pemberdayaan Masyarakat Kampung Kabupaten Jayapura menurut teori Dwiyanto dan Teori Adisasmita sesuai dengan prosedur sebagaimana terjadi di lapangan meskipun hal tersebut dirasa belum maksimal diukur dari kualitas kinerja organisasi dan masih adanya beberapa kendala yang menghambat kinerja dinas tersebut seperti partisipasi masyarakat yang kurang,disiplin pegawai yang kurang serta kualitas SDM yang perlu ditingkatkan. Kesimpulan : Kesimpulan yang diperoleh penulis dalam penelitian ini yaitu Kinerja Dinas Pemberdayaan Masyarakat Kampung Dalam Pelaksanaan Pembangunan Kampung Dengan Pola Padat Karya Tunai di Kabupaten Jayapura Provinsi Papua dapat dikatakan cukup baik dan masih harus dioptimalkan karena dinas tersebut masih memiliki beberapa hambatan sehingga penulis menyarankan dinas tersebut mengatasi kendala yang menjadi penghambat kinerja dinas itu sendiri Kata kunci: Kinerja, Pembangunan Kampung, Padat Karya Tunai
