Abstract

ABSTRACT Problems/Background (GAP): Sikka Regency is an example of a region that has potential in the agricultural sector, with the people dominating as farmers. Cacao has become one of the leading sectors of community economic development in Sikka Regency and is a leading commodity that contributes to the main income for the community in Sikka Regency, but cocoa farmers are not yet fully empowered with this operation. Purpose: The purpose of this research is to analyze and describe the empowerment of cocoa farmers in increasing productivity by the Department of Agriculture in Sikka Regency, the inhibiting factors and the efforts made to overcome the inhibiting factors. Method: This research method is descriptive qualitative. Data collection techniques through interviews, observation and summary. Data analysis techniques are performed using data reduction and drawing conclusions. Results/Findings: The results showed that the empowerment of cocoa farmers in Sikka Regency was carried out by the Department of Agriculture, namely Human Development, Business Development, Environmental Development and Institutional Development. Judging from the four indicators, the process of empowerment by the government has been provided in several ways in the form of outreach and technical guidance to increase knowledge and skills as well as provide assistance. However, there are still deficiencies that hinder this empowerment, Conclusion: lack of public understanding of the importance of program empowerment, price stability and inadequate market access that affect cocoa farmers' income and the lack of budget for program empowerment. Efforts made by the government to overcome obstacles are providing outreach and technical guidance, encouraging cocoa farmers to enter the export market, and issuing farmer cards. Conclusion: Empowerment of cocoa farmers in increasing productivity by the Agriculture Office of Sikka Regency is divided into four categories, namely human development, business development, environmental development, and institutional development. Keywords: cocoa farmers, productivity, empowermen 1 ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Sikka merupakan salah satu contoh daerah yang memiliki potensi di sektor pertanian, dengan dominasi masyarakat berprofesi sebagai petani. Tanaman Kakao menjadi salah satu sektor unggulan pembangunan perekonomian masyarakat di Kabupaten Sikka serta menjadi komoditi unggulan penyumbang pendapatan utama bagi masyarakat di Kabupaten Sikka, namun petani kakao belum sepenuhnya berdaya maju dengan usahanya tersebut. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis dan mendeskripsikan pemberdayaan petani kakao dalam meningkatkan produktivitas oleh Dinas Pertanian di Kabupaten Sikka, faktor penghambat dan upaya-upaya yang dilakukan untuk mengatasi faktor penghambat. Metode: Metode penelitian ini adalah kualitatif deskriptif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data dilakukan dengan menggunakan reduksi data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukan bahwa pemberdayaan petani kakao di Kabupaten Sikka oleh Dinas Pertanian yaitu Bina Manusia,Bina Usaha, Bina Lingkungan dan Bina Kelembagaan. Dilihat dari empat indikator tersebut proses pemberdayaan oleh pemerintah telah diberikan melalui beberapa cara berupa sosialisasi dan pembimbingan teknis untuk peningkatan pengetahuan dan keterampialan serta pemberian bantuan. Namun masih terdapat kekurangan yang menjadi penghambat pemberdayaan tersebut, antara lain: kurangnya pemahaman masyarakat tentang pentingnya program pemberdayaan, kestabilan harga dan akses pasar yang belum memadai sehingga mempengaruhi pendapatan petani kakao dan minimnya anggaran untuk program pemberdayaan. Upaya yang dilakukan pemerintah untuk mengatasi hambatan adalah pemberian sosialisasi dan bimbingan teknis, mendorong petani kakao untuk masuk ke pasar ekpor, dan menciptakan kartu tani. Kesimpulan: Pemberdayaan petani kakao dalam meningkatkan produktivitas oleh Dinas Pertaniandi Kabupaten Sikka terbagi dalam empat kategori ialah bina manusia, bina usaha, bina lingkungan, dan bina kelembagaan.
