Abstract

ABSTRACT Problem/Background (GAP): The Social Service as the executor of Serang Mayor Regulation Number 41 of 2017 and regional apparatuses that have the function of helping run the wheels of government in the social field have the responsibility to deal with street children, especially to rehabilitate and provide guidance to street children . Purpose: to find out how policy implementation, inhibiting factors, and government efforts to overcome inhibiting factors in the implementation of policies for dealing with street children in the Serang City Social Service. Method: In this study the author used a qualitative descriptive method. Researchers used observation, interviews and documentation to collect data. The data obtained is then analyzed through Data Reduction, Data Display, and Conclusion Drawing/Verification. Results/Findings: that of the 8 (eight) dimensions consisting of 17 (seventeen) indicators on the implementation of policies for dealing with street children at the Serang City Social Service there are still obstacles, so that they do not run optimally and must be improved again. The obstacles that the writer found were in Edward III's theory, namely the dimensions of Resources and Disposition dimensions. Constraints were found in the staff indicators and facilities indicators in the Resources Dimension. On the Disposition Dimension the writer found constraints on the Incentive indicator. On the Environmental Dimension, the authors found obstacles to the Halfway House indicator. On the Institutional Dimension, the author finds constraints on the Socialization indicator. The internal inhibiting factors are: 1. The minimum amount of the budget. 2. The lack of the number of employees. 3. Lack of facilities External inhibiting factors are: 1. It is difficult to change the mentality and behavior of street children. 2. There is still a lack of the role of the community. The efforts made by the Serang City Social Service to overcome the inhibiting factors are: 1. Proposing an additional budget to the Serang City Government. 2. Add facilities and infrastructure. 3. Increase employee commitment. Conclusion: Implementation of the Mayor's Decree No. 41 of 2017 concerning Street Children at the Serang City Social Service has been carried out well, but there are still some deficiencies, such as the lack of a budget, the limited number of human resources within the Serang City Social Service to deal with street children and other community diseases, the lack of facilities for dealing with street children, and the lack of incentives from the Serang City Social Service to social workers in the field. Keywords: Implementation, Serang Mayor Regulation Number 41 of 2017, Street Children 2 ABSTRAK Permasalahan/Latar Belakang(GAP) : Dinas Sosial selaku pelaksana Peraturan Walikota Serang Nomor 41 Tahun 2017 dan perangkat daerah yang memiliki fungsi untuk membantu menjalankan roda pemerintahan di bidang sosial memiliki tanggung jawab untuk menangani anak jalanan, terutama untuk merehabilitasi dan memberikan pembinaan kepada anak jalanan. Tujuan : untuk mengetahui bagaimana implementasi kebijakan, faktor penghambat, serta upaya pemerintah dalam mengatasi faktor penghambat dalam implementasi kebijakan penanggulangan anak jalanan di Dinas Sosial Kota Serang. Metode : Dalam penelitian kali ini Penulis menggunakan metode deskriptif kualitatif.. Peneliti menggunakan Observasi, Wawancara, dan Dokumentasi untuk mengumpulkan data. Data yang didapat selanjutnya dianalisis melalui Data Reduction, Data Display, dan Conclusion Drawing/Verification. Hasil/Temuan : bahwa dari 8 (delapan) dimensi yang terdiri dari 17 (tujuh belas) indikator pada Implementasi kebijakan penanggulangan anak jalanan di Dinas SosialKota Serang masih ditemukan kendala, sehingga tidak berjalan secara optimal dan harus ditingkatkan lagi. Adapun kendala yang penulis temukan terdapat pada teori Edward III yaitu dimensi Sumber Daya dan dimensi Disposisi. Kendala ditemukan pada indikator staf dan indikator fasilitas pada Dimensi Sumber Daya. Pada Dimensi Disposisi penulis menemukan kendala pada indikator Insentif. Pada Dimensi Lingkungan penulis menemukan kendala pada indikator Rumah Singgah. Pada Dimensi Kelembagaan Penulis menemukan kendala pada indikator Sosialisasi.Faktor penghambat internal ialah: 1.Minimnya jumlah anggaran.2.Kurangnya kuantitas pegawai. 3.Minimnya fasilitas Faktor penghambat eksternal ialah: 1.Sulitnya merubah mental dan perilaku anak jalanan. 2.Masih kurangnya peran dari masayarakat Upaya yang dilakukan oleh Dinas Sosial Kota Serang untuk mengatasi faktor penghambat ialah: 1.pengajuan penambahan anggaran kepada Pemerintahan Kota Serang. 2.Menambah sarana dan prasarana. 3.Meningkatkan komitmen para pegawai . Kesimpulan : Implementasi Peratran Walikota Nomor 41 Tahun 2017 Tentang Anak Jalanan di Dinas Sosial Kota Serang telah terlaksana dengan baik namun masih didapati beberapa kekurangan seperti minimnya anggaran yang dimiliki, terbatasnya jumlah sumber daya manusia yang ada di lingkungan Dinas Sosial Kota Serang untuk menangani anak jalanan dan penyakit masyarakat lainnya, minimnya fasilitas untuk menangani anak jalanan, dan kurangnya pemberian insentif dari Dinas Sosial Kota Serang kepada pekerja sosial di lapangan.
