Abstract

Problem Statement/Background (GAP): The author focuses on the many low-quality workforce as well as a lack of understanding of labor regulations and working conditions so that the Ogan Ilir Regency Manpower and Transmigration Office established a program to improve the quality of the workforce.Purpose: This study aims to find out how the program to improve the quality of labor in Ogan Ilir Regency. Method: This study uses a descriptive qualitative method with an inductive approach. Data collection techniques were observation of the work environment, in-depth interviews (7 informants), and documentation including data regarding the effectiveness of the program to improve the quality of manpower at the Office of Manpower and Transmigration, Ogan Ilir Regency. Result: The results of the study show that the effectiveness of the program to improve the quality of manpower at the Office of Manpower and Transmigration, Ogan Ilir Regency, South Sumatra Province, has been effective, but still needs to be improved. Inhibiting factors affecting the effectiveness of the workforce quality improvement program, such as: lack of budget, inadequate facilities and infrastructure. Conclusion: The implementation of the program to improve the quality of manpower at the Manpower and Transmigration Office of Ogan Ilir Regency has been assessed as running effectively. As for the dimensions of program objectives, the implementation of the Sub�Indicator of services is considered to be less than optimal, this is because the facilities and infrastructure are inadequate and the trainers are still high school/vocational high school graduates. This shows that the quality of the program's teaching staff is still not good. program, there is no implementation of priority monitoring for people who have participated in the program to improve the quality of the workforce. This shows that there is no priority for program participants so that they are prioritized to get jobs from the Manpower and Transmigration Office. Keywords: Effectiveness, Program, Workforce ABSTRAK Permasalahan/Latar Belakang (GAP):Penulis berfokus pada banyaknya kualitas tenaga kerja yang rendah dan juga kurangnya pemahaman peraturan ketenagakerjaan dan syarat kerja sehingga Disnakertrans Kabupaten Ogan Ilir membentuk program peningkatan kualitas tenaga kerja.Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana program peningkatan kualitas tenaga 2 kerja di Kabupaten Ogan Ilir. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data observasi lingkungan kerja, wawancara mendalam (7 informan), dan dokumentasi meliputi data-data mengenai efektivitas program peningkatan kualitas tenaga kerja di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Ogan Ilir. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Efektivitas program peningkatan kualitas tenaga kerja di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Ogan Ilir Provinsi Sumatera Selatan sudah efektif tapi masih perlu ditingkatkan lagi. Faktor-faktor penghambat yang mempengaruhi efektivitas program peningkatan kualitas tenaga kerja seperti: kurangnya anggaran, sarana dan prasarana belum memadai. Kesimpulan: Pelaksanaan program peningkatan kualitas tenaga kerja di Disnakertrans Kab Ogan Ilir sudah dinilai berjalan secara efektif. Adapun pada dimensi tujuan program, pelaksanaan Sub-Indikator pelayanannya dianggap kurang maksimal hal ini dikarenakan sarana dan prasarana belum memadai dan tenaga pelatih yang masih lulusan SMA/SMK hal ini menunjukkan kualitas tenaga pendidik program yang masih kurang baik, Aspek lain terlihat pada Sub Indikator pemantauan program, belum adanya pelaksanaan monitoring prioritas masyarakat yang telah mengikuti program peningkatan kualitas tenaga kerja hal ini menunjukkan tidak adanya prioritas terhadap peserta program agar diprioritaskan mendapatkan pekerjaan dari Disnaketrans.
