Abstract
ABSTRACT Problem Statement/Background (GAP): The research focuses on the performance of the apparatus of the Department of Community Empowerment and Village in improving the quality of village apparatus in Indragiri Hulu Regency, Riau Province, which still faces several challenges. Purpose: This research aims to investigate and describe the performance of officials from the Department of Community Empowerment and Village in improving the quality of village officials in Indragiri Hulu Regency. It also aims to identify the obstacles faced by the officials in the Department of Community Empowerment and Village in improving the quality of village officials in Indragiri Hulu Regency, as well as the efforts made to overcome these obstacles. Method: The research method used is descriptive qualitative research with an inductive approach. The data collection techniques employed are observation, interviews, and documentation. The data analysis techniques applied include data reduction, data display, and drawing conclusions. To assess the performance of the officials from the Department of Community Empowerment and Village in improving the quality of village officials in Indragiri Hulu Regency, the study utilizes the performance aspect theory proposed by T.R Mitchell, which states that performance aspects can be measured through five dimensions: quality, timeliness, initiative, capability, and communication. Result: The research findings indicate that the Department of Community Empowerment and Village in Indragiri Hulu Regency has been functioning well, although it has not yet reached its maximum potential. Conclusion: The implementation of tasks has been satisfactory, but it is hindered by insufficient support from the village apparatus. Additionally, the performance of the officials is hindered by internal factors. The initiative shown by the officials is satisfactory, but it is not optimal as the actions or solutions offered for the problems are not permanent. The internal and external communication among the Department of Community Empowerment and Village officials has been functioning well.
