Abstract

ABSTRACT Problem Statement/Background (GAP): Public participation in the 2019 Presidential and Vice Presidential elections in Palembang City increased dramatically by using the Democracy Volunteer recruitment strategy, this is different from previous years using the smart beginner voter strategy and the general election smart house which did not target an increase in the political participation of persons with disabilities, even though the rights of persons with disabilities have been guaranteed by applicable laws and regulations. Purpose: This study aims to describe the role of Democracy Volunteers and describe the factors that influence efforts to increase the political participation of persons with disabilities in the 2019 Presidential and Vice Presidential elections in Palembang City. Method: The research approach used was descriptive qualitative using the Role theory by Biddle & Thomas (1966) and data collection techniques through interviews and documentation. Result: The role of Democracy Volunteers as facilitators of political education and technical election administration for voters with disabilities has general, group and individualist expectations based on the applicable code of ethics, as evidenced by the implementation of the activity agenda and the nature of volunteerism. The influencing factors are driving factors, namely adequate socialization facilities and infrastructure, effective approaches and the age productivity of Democracy Volunteer Members. The inhibiting factors include budget limitations, the duration of the implementation of the main tasks, and the ability of persons with disabilities to understand the socialization material. Conclusion: Democracy Volunteers as facilitators of political education have been good at increasing the political participation of persons with disabilities in Palembang City in the 2019 Presidential and Vice Presidential elections, because the implementation of their role is in accordance with expectations and codes of ethics, realizing the form of behavior and contributing proactively while still paying attention to ethics to persons with disabilities. To optimize the role of Democracy Volunteers, it is expected to be involved in the upcoming 2024 Presidential and Vice Presidential elections and be able to overcome obstacles by coordinating with the relevant Regional Apparatus Organizations. Then, it is also expected for the Palembang City KPU to provide adequate infrastructure facilities, budget and duration of the implementation of main tasks and functions to Democracy Volunteers. ABSTRAK Permasalahan/Latar Belakang (GAP): Partisipasi masyarakat pada pemilihan umum Presiden dan Wakil Presiden Tahun 2019 di Kota Palembang meningkat drastis dengan menggunakan strategi perekrutan Relawan Demokrasi, hal tersebut berbeda dari tahun-tahun sebelumnya yang menggunakan strategi pemilih pemula cerdas dan rumah pintar pemilihan umum yang kurang menargetkan adanya peningkatan pada partisipasi politik penyandang disabilitas, padahal hak-hak penyandang disabilitas telah dijamin oleh peraturan perundang-undangan yang berlaku. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan peran Relawan Demokrasi serta mendeskripsikan faktor yang mempengaruhi upaya peningkatan partisipasi politik penyandang disabilitas pada pemilihan umum Presiden dan Wakil Presiden Tahun 2019 di Kota Palembang. Metode: Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan menggunakan teori Peran oleh Biddle & Thomas (1966) serta teknik pengumpulan data melalui wawancara dan dokumentasi. Hasil/Temuan: Peran Relawan Demokrasi sebagai fasilitator pendidikan politik dan teknis penyelenggaraan pemilu bagi pemilih penyandang disabilitas memiliki harapan umum, kelompok dan individualis berdasarkan kode etik yang berlaku, dibuktikan melalui pelaksanaan agenda kegiatan serta sifat kesukarelaan. Faktor yang mempengaruhi berupa faktor pendorong yaitu sarana dan prasarana sosialisasi yang memadai, pendekatan yang efektif serta produktivitas usia Anggota Relawan Demokrasi. Faktor penghambat meliputi keterbatasan anggaran, durasi pelaksanaan tugas pokok, serta kemampuan penyandang disabilitas dalam memahami materi sosialisasi. Kesimpulan: Relawan Demokrasi sebagai fasilitator pendidikan politik telah baik dalam meningkatkan partisipasi politik penyandang disabilitas di Kota Palembang pada pemilihan umum Presiden dan Wakil Presiden Tahun 2019, karena pelaksanaan perannya sesuai dengan harapan dan kode etik, merealisasikan wujud perilaku serta berkontribusi proaktif dengan tetap memperhatikan etika kepada para penyandang disabilitas. Untuk mengoptimalkan peran Relawan Demokrasi diharapkan terlibat pada pemilihan umum Presiden dan Wakil Presiden Tahun 2024 mendatang serta mampu mengatasi faktor penghambat dengan berkoordinasi kepada Organisasi Perangkat Daerah terkait. Kemudian, diharapkan pula bagi KPU Kota Palembang memberikan fasilitas sarana prasarana, anggaran serta durasi pelaksanaan tugas pokok dan fungsi yang memadai kepada Relawan Demokrasi.
