Abstract

ABSTRACT Problem/Background (GAP): The author focuses on the enforcement of local regulations related to the issue of alcoholic beverage business licenses that are still rife in Sintang Regency. This research was motivated because problems related to alcoholic beverage business licenses were rife and still could not be resolved. Purposive: The purpose of this study is to determine the extent of enforcement of local regulations on public order, especially related to alcoholic beverage business licenses by the Civil Service Police Unit in Sintang Regency, then find out what are the obstacles in regulation and efforts made in overcoming existing obstacles. Method: This study uses descriptive qualitative methods with the theory used by the author is the theory of law enforcement according to Soerjono Soekanto. Data collection techniques are carried out by interviews, observation and documentation. Results/Findings: The findings obtained by the authors in this study show that the Civil Service Police Unit is still not performing its duties optimally. This is due to the lack of public understanding about business license management and also the Civil Service Police Unit which lacks understanding to the community regarding local regulations regarding public order which further discusses business licenses Conclusion: The results of the study show that the Civil Service Police Unit is still not performing its duties optimally. This is because the obstacles that occur in public awareness are also an important point where behind the success of a country there must be participation from all components in it. The efforts made by the Sintang Regency Civil Service Police Unit in overcoming problems regarding alcoholic beverage business licenses that cause illegal alcoholic beverage trade are to start conducting concentrated operations periodically. ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada penegakan peraturan daerah terkait permasalahan izin usaha minuman beralkohol yang masih marak terjadi di Kabupaten Sintang. Penelitian ini dilatarbelakangi dikarenakan permasalahan terkait izin usaha minuman beralkohol sedang marak terjadi dan masih belum bisa teratasi. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui sejauh mana penegakan perda tentang ketertiban umum khususnya terkait izin usaha minuman beralkohol oleh Satuan Polisi Pamong Praja di Kabupaten Sintang, kemudian mengetahui apa saja hambatan dalam penertiban dan upaya yang dilakukan dalam mengatasi hambatan yang ada. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan Teori yang digunakan oleh penulis ialah teori penegakan hukum menurut Soerjono Soekanto. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan juga dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu menunjukan bahwa Satuan Polisi Pamong Praja masih belum melakukan tugasnya secara optimal. Hal ini dikarenakan, kurangnya pemahaman masyarakat tentang pengurusan izin usaha dan juga Satuan Polisi Pamong Praja yang kurang memberi pemahaman kepada masyarakat terkait peraturan daerah mengenai ketertiban umum yang membahas lebih lanjut mengenai izin usaha Kesimpulan: Hasil penelitian menunjukan bahwa Satuan Polisi Pamong Praja masih belum melakukan tugasnya secara optimal. Hal ini dikarenakan hambatan yang terjadi kesadaran masyarakat juga menjadi poin penting yang dimana dibalik keberhasilan suatu negara harus adanya partisipasi dari semua komponen yang berada di dalamnya. Adapun upaya yang dilakukan oleh Satuan Polisi Pamong Praja Kabupaten Sintang dalam mengatasi permasalahan mengenai izin usaha minuman beralkohol yang menyebabkan perdagangan minuman beralkohol ilegal adalah dengan mulai melakukan operasi pekat secara berkala. Kata kunci: Minuman Beralkohol, Penegakan Hukum, Satuan Polisi Pamong Praja.
