Abstract

ABSTRACT Problem Statement/Background (GAP): The development of technology at this time has been running very rapidly and thoroughly in various fields, especially in the field of government, this is a challenge for the State Civil Apparatus (ASN) to be more creative and able to innovate to improve the quality of service to the community. This is utilized by the existence of a management information system which is one concrete example of e-government. Purpose: This study aims to To find out an overview of the activities that have been carried out by the BKPSDM in Tidore Islands City regarding the implementation of SIMPEG, analyze the inhibiting factors, and to find out the efforts offered by the government regarding obstacles in implementing SIMPEG. Method: This study the authors used a type of quantitative research, descriptive method with an inductive approach and data collection techniques used are interviews, observation and documentation. Result: The findings obtained by the authors in this study are the effectiveness of BKPSDM in implementing SIMPEG in the city of Tidore Islands, North Maluku Province, seen from the theory of Gibson and steers in its implementation. Conclusion: Based on the results of research in the field it can be concluded that The Personnel Management Information System is not fully understood by employees in its use due to the aging factor of employees making it difficult to understand its use. conduct training and outreach about SIMPEG to all users and employees of the organization who do not understand the use of SIMPEG, so that they can operate the system properly, secondly Improving the quality of human resources so that SIMPEG managers or admins can be even better. Keywords: Efectiveness, SIMPEG ABSTRAK Permasalahan/Latar Belakang (GAP): Perkembangan teknologi pada masa sekarang ini telah berjalan dengan sangat pesat dan menyeluruh di berbagai bidang khususnya pada bidang pemerintahan, hal ini menjadi tantangan kepada Aparatur Sipil Negara (ASN) untuk bisa lebih kreatif dan dapat berinovasi untuk meningkatkan kualitas pelayanan kepada masyarakat. Hal tersebut dimanfaatkan dengan adanya sebuah sistem informasi manajemen yang merupakan salah satu contoh nyata dari e-government. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui gambaran kegiatan yang telah dilakukan BKPSDM Kota Tidore Kepulauan terkait pelaksanaan SIMPEG, menganalisis faktor-faktor penghambat, serta untuk mengetahui upaya yang ditawarkan oleh pemerintah terkait hambatan dalam pelaksanaan SIMPEG. Metode: penelitian ini penulis menggunakan jenis penelitian kuantitatif, metode deskriptif dengan pendekatan induktif dan teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Keefektivan BKPSDM Dalam Menerapkan SIMPEG dikota Tidore Kepulauan Provinsi Maluku Utara dilihat dari teori Gibson dan steers dalam pelaksanannya. Kesimpulan: Berdasarkan hasil penelitian di lapangan dapat disimpulkan bahwa Sistem Informasi Manajemen Kepegawaian belum sepenuhnya dipahami oleh para pegawai dalam penggunaannya dikarenakan faktor usia pegawai yang sudah semakin menua sehingga sulit untuk memahami penggunaannya. melakukan pelatihan dan sosialisasi mengenai SIMPEG kepada seluruh pengguna dan pegawai organisasi yang belum memahami penggunaan SIMPEG, sehingga mereka dapat mengoperasikan sistem tersebut dengan baik,yang kedua Meningkatkan kualitas sumber daya manusia sehinga pengelola atau admin SIMPEG bisa lebih baik lagi.
