Abstract

Problem/Background (GAP): Many problems have occurred as a result of Nightlife Places disrupting trantibum in Samosir Regency which clearly violates Samosir Regency Regional Regulation Number 5 of 2021 concerning Implementation of Public Order. Purpose: The purpose of this study is to find out and describe how the Civil Service Police Unit's Strategy in Controlling Nightlife Places in Samosir Regency, North Sumatra and to find out and describe what are the inhibiting factors faced by the Civil Service Police Unit in controlling Nightlife Places in Samosir Regency and to find out and describe the efforts of the Civil Service Police Unit of Samosir Regency in overcoming obstacles in controlling Nightlife Places. Methods: This study used a qualitative descriptive research method with an inductive approach and used data collection techniques consisting of interview, documentation and observation techniques. Data analysis techniques are carried out through reduction, data presentation, and drawing conclusions. The strategy of the Civil Service Police in Controlling Nightlife Places in Samosir Regency, North Sumatra Province in the form of controlling nightclubs in Samosir Regency has been maximized. However, there are still many shortcomings and obstacles such as the lack of attention from the Nightlife Places to regional regulations, lack of knowledge and skills of personnel, lack of facilities and infrastructure, and still a lack of personnel to regulate Nightclubs. Conclusion: The Civil Service Police Unit in carrying out its duties has been maximized even though it is faced with several obstacles. In order to maximize the task, the efforts made by the Pamong Praja Police Unit of the Samosir Regency are to continue to carry out and improve their main tasks and functions through regular patrols, provide understanding to the Organizers of Night Entertainment Places and the surrounding community, and evaluate the implementation of activities that have been carried out. Keywords: Strategy, Civil Service Police Unit, Controlling Nightlife Places ABSTRAK Permasalahan/ Latar Belakang (GAP): Banyaknya permasalahan yang terjadi akibat Tempat Hiburan Malam yang mengganggu trantibum di Kabupaten Samosir yang sudah sangat jelas melanggar Peraturan Daerah Kabupaten Samosir Nomor 5 Tahun 2021 tentang Penyelenggaraan Ketertiban Umum. Tujuan: Tujuan dari penelitian ini untuk mengetahui dan mendeskripsikan bagaimana Strategi Satuan Polisi Pamong Praja dalam Penertiban Tempat Hiburan Malam di Kabupaten Samosir Sumatera Utara dan untuk mengetahui dan mendeskripsikan apa saja faktor penghambat yang dihadapi Satuan Polisi Pamong Praja dalam penertiban Tempat Hiburan Malam di Kabupaten Samosir serta untuk mengetahui dan mendeskripsikan upaya Satuan Polisi Pamong Praja Kabupaten Samosir dalam mengatasi hambatannya dalam penertiban Tempat Hiburan Malam. Metode: Penelitian ini menggunakan penelitian kualitatif metode deskriptif dengan pendekatan induktif dan menggunakan teknik pengumpulan data terdiri dari teknik wawancara, dokumentasi dan observasi. Teknik analisis data dilakukan melalui reduksi, penyajian data, dan penarikan kesimpulan. Hasil/ Temuan: Strategi Polisi Pamong Praja dalam Penertiban Tempat Hiburan Malam di Kabupaten Samosir Provinsi Sumatera Utara dalam bentuk penertiban tempat hiburan malam di Kabupaten Samosir sudah maksimal. Akan tetapi masih banyak kekurangan dan hambatan seperti kurangnya kepedulian Pihak Tempat Hiburan Malam terhadap perda, kurangnya pengetahuan dan keterampilan personil, kurangnya sarana dan prasarana, dan masih kurangnya jumlah personil untuk menertibkan Tempat Hiburan Malam. Kesimpulan: Satuan Polisi Pamong Praja dalam menjalankan tugasnya sudah maksimal walaupun dihadapkan beberapa kendala. Guna memaksimalkan tugas, upaya yang dilakukan oleh Satuan Polisi Pamong Praja Kabupaten Samosir adalah terus menjalankan dan meningkatkan tugas pokok dan fungsinya melalui patroli secara rutin, memberikan pemahaman kepada para Penyelenggara Tempat Hiburan Malam dan Masyarakat sekitar, dan evaluasi terhadap pelaksanaan kegiatan yang telah dilakukan.
