Abstract

ABSTRACT Problem Statement/Background (GAP): The large number of companies that have been established and the increasing number of workers accompanied by increasingly complicated aspects of life will make industrial relations very complex with disputes as the climax. The number of disputes is still quite high in Balikpapan City and this should be a concern for the local government, especially the Local Labor Office. The right and solutive strategy must be provided by the Local Labor Office in addressing this. Purpose: The purpose of this study is to find out the right strategy that can be carried out by the Balikpapan City Local Labor Office by identifying and analyzing internal and external faktors in this study. Method: The method that researchers use is descriptive qualitative method. In collecting research data, it was carried out using interview techniques, observation, documentation, SWOT questionnaires with data analysis using the IE Matrix Analysis and SWOT Matrix. Result: The results of the study based on the IFE matrix with a total internal weighted score of 2,429 in the medium category indicate that internal factors in the local labor office do not have dominant strengths and weaknesses that are not too debilitating. Even so, the strengths in the service are still superior to be utilized than the weaknesses they have. Meanwhile, external conditions were analyzed based on the EFE matrix weighted score of 2,459 in the medium category indicating that the opportunities that are owned are not too profitable and not detrimental. However, the opportunities that exist still outweigh the threats. Based on the formulation of a strategy with three tools (TOWS matrix, IE matrix and Grand Strategy Matrix) two alternative strategies are produced that are suitable for the conditions of the Balikpapan City Local Laborr Office, namely market penetration and product development. At the decision stage using QSPM analysis it was determined that the market penetration strategy was the most suitable strategy with a score of 4,949, higher than the product development strategy with a score of 3,878. Conclusion: Strategies that can be applied to the market penetration of the Local Labor Office are promoting programs related to efforts to prevent industrial relations disputes, submitting proposals related to fulfilling the need for mediator workers in quantity and quality and increasing the capacity of trade unions and employers through institutional strengthening and outreach. Keywords: Industrial Relations Disputes, Local Labor Office, Strategy, SWOT ABSTRAK Permasalahan/Latar Belakang (GAP): Besarnya jumlah perusahaan yang berdiri serta meningkatnya jumlah pekerja diiringi dengan segala segi kehidupan yang semakin rumit akan membuat hubungan industrial akan menjadi sangat kompleks dengan perselisihan sebagai puncaknya. Angka perselisihan terhitung masih cukup tinggi terjadi di Kota Balikpapan dan ini harus menjadi perhatian oleh pemerintah daerah terkhususnya Dinas Ketenagakerjaan. Strategi yang tepat dan solutif tentunya harus bisa disediakan oleh dinas ketenagakerjaan dalam menyikapi hal ini. Tujuan: Tujuan dari penulisan ini adalah untuk mengetahui strategi yang tepat yang dapat dilakukan oleh Dinas Ketenagakerjaan Kota Balikpapan dengan mengidentifikasi dan menganalisis faktor internal dan eksternal pada penulisan ini. Metode: Metode yang penulis gunakan ialah metode deskriptif kualitatif. Dalam Pengumpulan data penulisan dilakukan dengan teknik wawancara, observasi, dokumentasi, kuesioner SWOT dengan penganalisisan data dengan Analisis Matriks IE dan Matriks SWOT. Hasil/Temuan: Hasil penulisan Berdasarkan matriks IFE dengan total skor tertimbang internal 2.429 dalam kategori medium menunjukkan bahwa faktor internal pada dinas ketenagakerjaan tidak memiliki kekuatan yang dominan serta kelemahan yang tidak terlalu melemahkan. Meskipun begitu, kekuatan pada dinas masih lebih unggul untuk dimanfaatkan daripada kelemahan yang dimiliki. Sedangkan kondisi eksternal yang dianalisis berdasarkan skor tertimbang matriks EFE yang dimiliki sebesar 2.459 dalam kategori medium menunjukkan bahwa peluang yang dimiliki tidaklah terlalu menguntungkan dan tidak merugikan. Namun, peluang yang ada masih lebih besar berdampak daripada ancaman. Berdasarkan perumusan strategi dengan tiga alat bantu (matriks TOWS, matriks IE dan Grand Strategy Matrix) dihasilkan dua alternatif strategi yang sesuai untuk kondisi Dinas Ketenagakerjaan Kota Balikpapan, yaitu penetrasi pasar dan pengembangan produk. Pada tahap keputusan dengan menggunakan analisis QSPM ditentukan bahwa strategi penetrasi pasar menjadi strategi yang paling sesuai dengan skor 4.949, lebih tinggi dari strategi pengembangan produk dengan skor 3.878. Kesimpulan: Strategi yang dapat diterapkan pada penetrasi pasar Dinas Ketenagakerjaan adalah mempromosikan program-program terkait upaya pencegahan perselisihan hubungan industrial, mengajukan usulan terkait pemenuhan kebutuhan tenaga kerja mediator secara kuantitas maupun kualitas dan peningkatan kapasitas serikat pekerja dan pengusaha melalui penguatan kelembagaan dan sosialisasi.
