Abstract

ABSTRACT Problem/Background (GAP): How far is the implementation of Regent Regulation Number 44 of 2017 concerning the Establishment and Implementation of Tourism Villages considering the large number of tourist objects in Semen Village. Purpose: This research This research was conducted to determine the implementation of tourism village policies based on the Regent's Regulation Number 44 of 2017 concerning the Establishment and Implementation of Tourism Villages, especially in Cement Village. Method: This research uses descriptive qualitative method with inductive approach. Data collection by interviews, observation and documentation. Data analysis by data reduction, data presentation and conclusions. Results: Semen Village already has a tourism village administrator and has divided up the duties and functions as well as the existence of real work results with tourism activities in accordance with expert opinion, according to Charles O.Jones, namely Organization, Interpretation, and Application. Conclusion: The implementation of the regulations has been carried out properly. This can be seen from the existence of each indicator in the Cement Tourism Village. Factors that support implementation are the high awareness of the village community in the management and development of tourist villages accompanied by support from the local government through the culture and tourism department. The factors hindering the implementation of the policy are the absence of a tourism village road map that is tailored to the needs of the village and some of the accommodations are held using privately owned resources. In addition, the secretariat room and MSME office both for manufacturing and marketing are still in one resident's house. Keywords: Implementation, tourist village, Community. ABSTRAK Permasalahan/Latar Belakang(GAP): Sejauh mana implementasi Peraturan Bupati Nomor 44 Tahun 2017 Tentang Penetapan dan Penyelenggaraan Desa Wisata mengingat bnayaknya objek wisata di Desa Semen. Tujuan: Penelitian ini dilakukan untuk mengetahui implementasi kebijakan desa wisata berdasarkan Peraturan Bupati Nomor 44 Tahun 2017 tentang Penetapan dan Penyelenggaraan Desa Wisata khususnya di Desa Semen. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Pengumpulan data dengan wawancara, observasi dan dokumentasi. Analisis data dengan reduksi data, penyajian datan dan penarikan kesimpulan. Hasil/Temuan: Desa Semen sudah memiliki pengurus desa wisata dan sudah dibagi tupoksi serta adanya hasil kerja yang nyata dengan adanya kegiatan pariwisata sesuai dengan pendapat ahli yaitu menurut Charles O.Jones yaitu Organisasi, Intrepretasi, dan Penerapan atau Aplikasi. Kesimpulan: Pelaksanaan peraturan sudah dijalankan dengan baik. Hal ini terlihat dari adanya tiap indikator-indikator pada Desa Wisata Semen. Faktor yang mendukung implementasi adalah tingginya kesadaran masyarakat desa dalam pengelolaan dan pengembangan desa wisata disertai dengan dukungan dari pemerintah daerah melalui dinas kebudayaan dan pariwisata. Adapaun faktor yang menghambat implementasi kebijakan adalah belum adanya road map desa wisata yang disesuaikan dengan kebutuhan desa dan Sebagian akomodasi di adakan menggunakan sumber daya miliki pribadi. Selain itu ruang sekretariat serta kantor UMKM baik untuk pembuatan maupun pemasaran masih berada pada satu rumah warga. Kata Kunci: Implementasi, Desa Wisata, Organisasi
