Abstract

ABSTRACT Problem Statement/Background (GAP): To overcome the slum area in Bandar Lampung City, the government launched the City Without Slum Program (KOTAKU). The optimization of the Kotaku program is sought to minimize slum areas in Bandar Lampung City. Purpose: The purpose of this study is to collect data and then analyze it to obtain results that can provide an overview to obtain a description of how the Optimization of the City Without Slum Program (KOTAKU) in overcoming slums in Bandar Lampung City which took place from 2015-2022. Then find out what are the obstacles and efforts of the Government in implementing the City Without Slum Program in Bandar Lampung City. Method: The theory used to analyze and answer problems is optimization theory according to Macfud Sidik (2001). There are 3 dimensions that can determine the success of a Program Optimization, namely Objectives, Alternative Decisions and Limited Resources. This study used qualitative descriptive design with a descriptive approach. Data collection techniques are carried out by observation, interviews, and documentation. Result: The result of this study is to describe that the implementation of the KOTAKU Program is carried out effectively based on the results of the evaluation of slum reduction in Bandar Lampung City from the Mayor's Decree Number 974 of 2014. Conclusion: There are still several obstacles, namely the lack of public awareness to understand and support the City Without Slum Program (KOTAKU) and There are Still Many Slums. For this reason, the author provides suggestions to make more efforts in improving the City Without Slum Optimization Program (KOTAKU) with public and government awareness to optimize the implementation of the City Without Slum Program (KOTAKU). Keywords: slums, slums, KOTAKU program ABSTRAK Permasalahan/Latar Belakang (GAP): Untuk mengatasi slum area di Kota Bandar Lampung, pemerintah meluncurkan Program Kota Tanpa Kumuh (KOTAKU). Optimalisasi program Kotaku diupayakan untuk meminimalisasi wilayah kumuh di Kota Bandar Lampung. Tujuan: Maksud dari penelitian ini adalah mengumpulkan data dan kemudian dianalisis untuk memperoleh hasil yang dapat memberikan gambaran guna memperoleh deskripsi mengenai bagaimana Optimalisasi Program Kota Tanpa Kumuh (KOTAKU) dalam mengatasi permukiman kumuh di Kota Bandar Lampung yang berlangsung dari tahun 2015-2022. Kemudian mengetahui apa yang menjadi hambatan dan upaya Pemerintah dalam melaksanakan Program Kota Tanpa Kumuh di Kota Bandar Lampung. Metode: Teori yang digunakan untuk menganalisis dan menjawab permasalahan adalah teori optimalisasi menurut Macfud Sidik (2001). Terdapat 3 dimensi yang dapat menentukan keberhasilan suatu Optimalisasi Program yaitu Tujuan, Alternatif Keputusan dan Sumber Daya Yang Dibatasi. Penelitian ini menggunakan desain deskriptif kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang dilakukan dengan observasi, wawancara, dan dokumentasi. Hasil/Temuan: Hasil dari penelitian ini adalah mendeskripsikan bahwa pelaksanaan Program KOTAKU dilaksanakan dengan efektif berdasarkan hasil evaluasi pengurangan kumuh di Kota Bandar Lampung dari SK Walikota Nomor 974 tahun 2014. Kesimpulan: Masih ditemukan beberapa hambatan yaitu mengenai yaitu mengenai kurangnya kesadaran masyarakat untuk memahami dan mendukung Program Kota Tanpa Kumuh (KOTAKU) dan Masih Banyaknya Permukiman Kumuh. Untuk itu, penulis memberikan saran untuk lebih berupaya dalam meningkatkan Program Optimalisasi Kota Tanpa Kumuh (KOTAKU) dengan adanya kesadaran masyarakat dan pemerintah guna mengoptimalisasikan pelaksanaan Program Kota Tanpa Kumuh (KOTAKU).
