Abstract

ABSTRACT Problem/Background (GAP): The waste problem is an important and complex problem in Indonesia. The increase in the volume of waste resulted from the increase in population. To overcome the waste problems that occur, a policy is needed regarding waste management in Tegal Regency. Purpose: This research aims to know determine and analyze the implementation of waste management policies in Tegal Regency and to find out the driving and inhibiting factors as well as to find out the efforts that can be made to optimize the implementation of waste management policies in Tegal Regency. Method: This study uses a qualitative descriptive research method. The technique of collecting data are done by interviews (14 informant) and documentation. Result: The findings are youth participation in planning is adequate, implementation and utilization of results are quite good, although it is still constrained by the preoccupation of youth and the low level of awareness of some youth. Conclusion: Youth participation the Lorong Literasi Gowa Programs in Paccinongang Sub District has been going well because of the synergy of the local government and its youth community. In order to increase youth participation, it is recommended to optimize information technology, social media and collaborate with various components including entrepreneurs. Keywords: Policy Implementation; Waste Management; Public Participation ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan sampah merupakan masalah yang penting dan kompleks di Indonesia. Peningkatan volume sampah ditimbulkan dari meningkatnya jumlah penduduk. Untuk mengatasi permasalahan sampah yang terjadi maka dikerluakan kebijakan tentang pengelolaan sampah di Kabupaten Tegal. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan pengelolaan sampah di Kabupaten Tegal dan mengetahui faktor pendorong dan penghambat serta untuk mengetahui upaya yang dilakukan dalam mengoptimalkan implementasi kebijakan pengelolaan sampah di Kabupaten Tegal. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan wawancara (14 informan), dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh pada penelitian ini yaitu Pemerintah Kabupaten Tegal dengan Dinas Lingkungan Hidup Kabupaten Tegal telah menerapkan kebijakan pengelolaan sampah namun masih belum optimal dilihat dari teori implementasi menurut Mazmanian dan Sabatier. Kesimpulan: Penerapan kebijakan pengelolaan sampah di Kabupaten Tegal belum berjalan dengan optimal. Masih ditemukan beberapa kendala pada dimensi variabel non-hukum yang mempengaruhi implementasi terutama pada indikator dukungan publik.
