Abstract

ABSTRACT Problems/Background (GAP): The level of public participation has not reached the Key Performance Indicator (IKU) target yet, even though political education activities have been implemented. Purpose: The aim of this research is to identify and analyze the strategies for improving political education carried out by the Kebumen Regency Kesbangpol. Method: This study uses descriptive qualitative method with an inductive approach to Peter Schroder's Theory of Political Strategy. Data collection techniques with interviews, observation and documentation. Results/Findings: The results of the study show that political education has been going well, this is supported by the existence of laws and regulations, human factors, budgets and external coordination. However, the level of political education is still relatively low, which built an impact on the public participation that is not maximally reached. Conclusion: The political education strategy carried out by Kesbangpol has been thoroughly implemented, but has not been able to reach all the people of Kebumen Regency. Due to limited budget allocations and the used methods, this has affected the level of public participation in elections and post-conflict local elections which has not been maximized and some have not reached the target. In the future, it is recommended to utilize social media, bring political education closer to village communities and bring political education closer to novice voters at high schools and universities in Kebumen Regency. Keywords: Strategy Analysis, Political Education, Elections, General Elections ABSTRAK Permasalahan/Latar Belakang (GAP): Tingkat partisipasi masyarakat belum mencapai target Indikator Kinerja Utama (IKU) secara keseluruhan, padahal kegiatan pendidikan politik sudah dilaksanakan. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis strategi peningkatan pendidikan politik yang dilakukan Kesbangpol Kabupaten Kebumen. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif terhadap Teori Strategi Politik Peter Schroder. Teknik pengumpulan data dengan wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukan pendidikan politik sudah berjalan dengan baik, hal ini didukung dengan adanya peraturan perundang-undangan, faktor manusia, anggaran dan koordinasi eksternal. Namun cakupan pendidikan politik masih tergolong rendah yang berdampak pada tingkat partisipasi masyrakat belum maksimal. Kesimpulan: Strategi pendidikan politik yang dilakukan Kesbangpol sudah terlaksana secara keseluruhan, namun belum bisa mencakup seluruh masyarakat Kabupaten Kebumen. Karena keterbatasan alokasi anggaran dan metodw yang digunakan, hal ini mempengaruhi tingkat partisipasi masyarakat pada pemilu dan pemilukada yang belum maksimal dan ada yang belum mencapai target. Kedepannya disarankan memanfaatkan media sosial, mendekatkan pendidikan politik kepada masyarakat desa/kelurahan dan mendekatkan pendidikan politik kepada pemilih pemula di SLTA dan Universitas di Kabupaten Kebumen.
