Abstract

ABSTRACT Problems/Background (GAP): The performance of civil servants in the Social Service, Women's Empowerment, Child Protection, Population Control and Family Planning in the distribution of social assistance for the Family Hope program in Dharmasraya Regency in carrying out their duties and functions has not been maximized. Purpose: this research is to find out and analyze how the performance of the state civil apparatus, the obstacles they face, as well as any efforts to overcome obstacles in the distribution of social assistance to the family hope program. Method: used in this research is descriptive qualitative research with an inductive approach. The data collection technique used is the triangulation technique which consists of interviews, documentation, and observation. Meanwhile, the data analysis technique that the authors use is data reduction, data presentation, and drawing conclusions. Results: this research shows that the performance of civil servants in the Social Service, Women's Empowerment, Child Protection, Population Control and Family Planning in the distribution of social assistance for the family of hope program in Dharmasraya Regency in carrying out their duties and functions has not been maximized. Due to the lack of number of apparatus and the quality of capabilities of the State Civil Apparatus for Social Service, Women's Empowerment, Child Protection, Population Control and Family Planning in Dharmasraya Regency which resulted in a lack of maximum distribution of social assistance for the family of hope program. Conclusion: This research is expected to be able to support quality improvement to achieve these tasks and functions. Researchers suggest an increase in the number and quality of State Civil Apparatus which is useful for facilitating overcoming social problems in Dharmasraya Regency. Keywords : civil servant, Performance, Distribution, program keluarga harapan ABSTRAK Permasalahan/Latar Belakang (GAP): Kinerja aparatur sipil negara Dinas Sosial, Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana dalam penyaluran bantuan sosial program keluarga harapan di Kabupaten Dharmasraya dalam menjalankan tugas dan fungsinya belum terlalu maksimal. Tujuan: penelitian ini adalah untuk mengetahui dan menganalisis bagaimana kinerja aparatur sipil negara, kendala yang dihadapi, serta upaya apa saja untuk mengatasi kendala dalam penyaluran bantuan sosial program keluarga harapan. Metode: yang digunakan dalam penelitian ini adalah penelitian secara kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan ialah teknik triangulasi yang terdiri dari wawancara, dokumentasi, dan observasi. Sementara itu, teknik analisis data yang penulis menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: penelitian ini menunjukkan bahwa kinerja aparatur sipil negara Dinas Sosial, Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana dalam penyaluran bantuan sosial program keluarga harapan di Kabupaten Dharmasraya dalam menjalankan tugas dan fungsinya belum terlalu maksimal. Karena kurangnya jumlah aparatur dan kualitas kemampuan dari Aparatur Sipil Negara Dinas Sosial, Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana Kabupaten Dharmasraya yang menyebabkan kurang maksimal dalam penyaluran bantuan sosial program keluarga harapan. Kesimpulan: Penelitian ini diharapkan dapat menjadi penunjang perbaikan kualitas untuk mencapai tugas dan fungsi tersebut. Peneliti menyarankan adanya penambahan jumlah dan kualitas Aparatur Sipil Negara yang berguna untuk mempermudah mengatasi permasalahan sosial di Kabupaten Dharmasraya.
