Abstract
ABSTRAK Permasalahan pedagang kaki lima di Kota Pematang siantar sampai saat ini masih belum sesuai dengan apa yang diharapkan. Masih banyak ditemukan pedagang kaki lima yang berjualan tidak sesuai dengantempat yang telah disediakan padahal sudah ada peraturan daerah nomor 9 tahun 1992 tentang wajib bersih lingkungan, keindahan dan ketertiban umum. Dengan adanya Satuan Polisi Pamong Praja harusnya dapat mengatasi permasalahan tersebut namun hal tersebut belum terlihat. hal ini menarik untuk diteliti mengenai bagaimana pelaksanaan penertiban pedagang kaki lima. Penelitian ini bertujuan untuk mengetahui bagaimana penertiban pedagang kaki lima yang dilakukan oleh Satuan Polisi Pamong Praja. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif, melalui teknik pengumpulan data wawancara dan dokumentasi. Adapun informan penelitian yang dilaksanakan terdiri dari Kepala Satuan Polisi Pamong Praja Kota Pematang siantar, Kepala Bidang ketenteraman dan ketertiban umum, beberapa anggota Satuan Polisi Pamong Praja Kota Pematang siantar, dan Masyarakat. Berdasarkan hasil penelitian yang dilaksanakan Satuan Polisi Pamong Praja telah melakukan penertiban pedagang kaki lima namun belum optimal dalam peleksanaannya. Adapun hambatan dalam pelaksanaan penertiban ini adalah sarana dan prasarana, kurangnya sumber daya manusia dan jumlah personil Satpol Pp, serta kurangnya kesadaran dari pedagang kaki lima sendiri, sehingga peneliti menyarankan kepada Pemeritah Kota Pematang siantar agar meningkatkan sarana dan prasarana, perekrutan personil Satpol Pp dan memberikan pelatihan peningkatan kualitas bagi personil Satpol Pp, serta memberikan pemahaman kepada pedagang kaki lima melaui sosialisai rutin. Kata Kunci : Penertiban, Satpol Pp ABSTRACT The problem of street vendors in Pematangsiantar Regency is still not in line with what is expected. There are still many street vendors who sell not according to the space provided even though there is already a regional regulation number 9 of 1992 regarding the obligation to clean the environment, beauty and public order. With the existence of the Civil Service Police Unit, it should be able to overcome these problems, but this has not been seen. it is interesting to study about how the implementation of controlling street vendors. This study aims to find out how the curbing of street vendors is carried out by the Civil Service Police Unit. This study uses a qualitative method with a descriptive approach, through the techniques of collecting interview data and documentation. The informants of the research carried out consisted of the Acting Head of the Pematang siantar city Civil Service Police Unit, the Head of the Public Order and Public Order Division,several members of the Belu District Civil Service Police Unit, and the community. Based on the results of research conducted by the Civil Service Police Unit, they have carried out curbs on street vendors but have not been optimal in their implementation. The obstacles in the implementation of this control are facilities and infrastructure, lack of human resources and the number of Satpol PP personnel, as well as the lack of awareness of street vendors themselves, so the researchers suggest to the Pematang siantar Regency Government to improve facilities and infrastructure, recruit Satpol PP personnel and provide training quality improvement for Satpol PP personnel, as well as providing understanding to street vendors through routine socialization.
