Abstract

ABSTRACT Problem Statement/Background (GAP) : In the 4.0 Industrial Revolution, the Government is required to maximize the use of technology by transforming it for the better in public services to the community. Purpose : The purpose of this study was to find out and analyze the Implementation of the Online Population Administration Service Program (PALEKKO) at the Population and Civil Registration Office of Sidenreng Rappang Regency, South Sulawesi Province. Method : The research method used in this research is qualitative with an inductive approach. Data collection techniques using observation, interview and documentation techniques, Data analysis technique the author uses the theory of Implementation Merielle S. Grindle. Result : The results obtained by researchers are that the PALEKKO program has been implemented well but has not reached the target and there are several obstacles such as uneven socialization, unstable networks, and lack of community human resources. Conclusion: The implementation of the PALEKKO program has been carried out well, so that researchers can conclude that from the two dimensions of Merilee S. Grindle's theory, namely the Policy Content dimension and also the Environmental dimension regarding the implementation of the PALEKKO program in Sidenreng Rappang Regency, it has been going well but has not been able to reach the maximum target and is still experiencing some obstacles. Keywords: Implementation, Service, PALEKKO ABSTRAK Permasalahan/Latar Belakang (GAP): Dalam Revolusi Industri 4.0, Pemerintah dituntut untuk memaksimalkan penggunaan teknologi dengan bertransformasi menjadi lebih baik dalam pelayanan publik kepada masyarakat. Tujuan : Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Program Pelayanan Administrasi Kependudukan Online (PALEKKO) Di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Sidenreng Rappang Provinsi Sulawesi Selatan. Metode: Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan induktif. Teknik pengumpulan data dengan menggunakan tekhnik observasi, wawancara dan dokumentasi, Hasil: Hasil yang didapatkan peneliti adalah program PALEKKO telah dilaksanakan dengan baik namun masih belum mencapai target dan ada beberapa hambatan seperti sosialisasi yang tidak merata, jaringan yang tidak stabil, dan sumber daya manusia masyarakatnya masih kurang. Kesimpulan: Implementasi program PALEKKO telah dilaksanakan dengan baik, sehingga dapat peneliti simpulkan dari kedua dimensi teori Merilee S. Grindle yaitu dimensi Isi Kebijakan dan juga dimensi Lingkungan mengenai implementasi program PALEKKO di Kabupaten Sidenreng Rappang sudah berjalan dengan baik namun belum dapat mencapai target yang maksimal dan masih mengalami beberapa hambatan.
