Abstract

ABSTRACT Problem/Background (GAP): The administration of government is related to many aspects, both in the government and private bureaucracy, as well as a form of extension of the hands of the government and society. The administration of government based on good governance in Indonesia is an implementation to realize quality government. In the principles of good governance, it has an important role in the implementation of public services, one of which is participation. Purpose: The purpose of this research is to find out how the quality of the website of the Aceh Besar District Population and Civil Registry Office, Aceh Province, departs from the problems extracted through the theory of Alvaro Rocha (2012). Methods: In this study the authors used Alvaro Rocha's theory as a tool to see the quality of a website through content quality, service quality, and technical quality. This research is a qualitative research using a descriptive approach and the method used is triangulation, namely interviews, observation, and documentation. Results/Findings: The results of this study are the website of the Aceh Besar District Population and Civil Registry Office as a medium of information to the public, assisting the community in fulfilling population administration requirements, but still having deficiencies in updates and employee statements. Conclusion: Through this research the advice that the author can give is the need to make improvements to the features as a whole, and increase human resources in the field of information technology by providing technical guidance and related formal education. Keywords: Information, Quality, Website ABSTRAK Permasalahan/Latar Belakang (GAP): Penyelenggaraan pemerintahan berkaitan dengan banyak aspek, baik itu di birokrasi pemerintah maupun swasta, juga sebagai wujud perpanjangan tangan pemerintah dan masyarakat. Penyelenggaraan pemerintahan berasaskan good governance di negara Indonesia adalah implementasi untuk mewujudkan pemerintahan yang berkualitas. Pada prinsip-prinsip good governance mempunyai peran penting dalam pelaksanaan pelayanan publik salah satunya adalah partisipasi. Tujuan: Tujuan daripada penelitian ini adalah untuk mengetahui bagaimana kualitas website Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Besar Provinsi Aceh, berangkat dari permasalahan yang diekstraksi melalui teori Alvaro Rocha (2012). Metode: Pada penelitian ini penulis menggunakan teori Alvaro Rocha sebagai alat untuk melihat sebuah kualitas website melalui kualitas konten, kualitas layanan, dan kualitas teknis. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan deskriptif dan metode yang digunakan adalah triangulasi yaitu wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil dari penelitian ini adalah website Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Besar sebagai media informasi kepada masyarakat, membantu masyarakat dalam memenuhi persyaratan administrasi kependudukan, tetapi masih memiliki kekurangan pada pembaharuan dan keandalan pegawainya. Kesimpulan: Melalui penelitian ini saran yang dapat penulis berikan adalah, perlunya melakukan perbaikan terhadap fitur-fitur secara menyeluruh, dan meningkatkan sumber daya manusia pada bidang teknologi informasi dengan memberikan bimbingan teknis dan pendidikan formal terkait.
