Abstract

ABSTRACT Problem Statement/Background (GAP) :The existence of Serasi Traditional Market as a center for people’s transactions in the city of Kotamobagu for many years is considered to have special implications for the region. Over time, market conditions are considered to be very apprehensive. The location of the market which is in the center of the urban area of Kotamobagu with its apprehensive conditions is considered to be starting to become a problem in regional development, especially in the field of public order. Following up on any potential that disrupts public order at the Serasi market, the Municipal Government of Kotamobagu has made a policy of accelerating the relocation of market traders, in this case the Kotamobagu Civil Service Police Unit is the front guard who is responsible according to its duties and functions. Purpose : The purpose of this study was to find out the strategies and supporting and inhibiting factors in controlling the relocation of Serasi Market by the Civil Service Police Unit in Kotamobagu City, North Sulawesi Province. Method : The method used in this research is descriptive qualitative. Data collection techniques using observation techniques, interviews and documentation. While the data analysis technique uses data reduction, presentation and conclusions. Result: Based on research conducted the implementation of controlling the relocation of Serasi Market has been going well thanks to good cooperation between related agencies and persuasive efforts that have received a positive response from traders. the obstacle faced is that there is still a refusal response by unscrupulous traders both verbally and physically.Conclusion : The implementation of Serasi Market relocation in general has been carried out well although there are still some things that disturb public order in the implementation of relocation such as anarchic responses from traders who refuse to be relocated. Keywords : Strategy, Policing, Municipal Police, Market Relocation ABSTRAK Permasalahan/Latar Belakang (GAP) : Keberadaan pasar tradisional serasi sebagai pusat transaksi jual-beli masyarakat di kota kotamobagu selama bertahun-tahun dianggap memiliki implikasi khusus kepada daerah. Seiring berjalannya waktu, kondisi pasar dianggap sudah sangat memprihatinkan. Letak pasar yang berada di pusat kawasan perkotaan Kotamobagu dengan kondisi yang memprihatinkan dianggap mulai menjadi permasalahan dalam pembangunan daerah, khususnya dalam bidang ketertiban umum. Menindak lanjuti setiap potensi yang mengganggu ketertiban umum di pasar serasi, pemerintah Kota Kotamobagu membuat kebijakan perlu dilakukannya percepatan relokasi pedagang pasar, dalam hal ini Satuan Polisi Pamong Praja Kotamobagu menjadi garda terdepan yang bertanggung sebagaimana tugas dan fungsinya. Tujuan : Tujuan penelitian ini untuk mengetahui bagaimana strategi serta faktor pendukung dan penghambat dalam pelaksanaan penertiban relokasi Pasar Serasi oleh Satuan Polisi Pamong Praja di Kota Kotamobagu Provinsi Sulawesi Utara. Metode : Metode yang digunakan dalam penelitian ini yakni kualitatif deskriptif. Teknik pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Sedangkan teknik analisis data menggunakan reduksi data, presentasi dan kesimpulan. Hasil/Temuan : Berdasarkan penelitian yang dilakukan di Satuan Polisi Pamong praja Kota Kotamobagu maka mendapatkan hasil bahwa pelaksanaan penertiban relokasi Pasar Serasi sudah berjalan baik berkat adanya kerjasama yang baik antar instansi terkait dan upaya persuasif yang mendapatkan respon positif dari pedagang. kendala yang dihadapi yakni masih adanya respon penolakan oleh oknum pedagang baik secara verbal maupun serangan fisik. Kesimpulan : Pelaksanaan relokasi Pasar Serasi secara umum telah terlaksana dengan baik meskipun masih ada beberapa hal yang mengganggu ketertiban umum dalam pelaksanaan relokasi seperti respon anarkis dari pedagang yang menolak direlokasi. Kata Kunci : Strategi, Penertiban, Satpol PP, Relokasi Pasar.
