Abstract

ABSTRACK Problem Statement/Background (GAP): Electronic-based Government Information System is the use of information and communication technology in government administration to provide services to users. Prior to the existence of Presidential Regulation of the Republic of Indonesia Number 95 of 2018. E-Government. Purpose: This study aims to determine and describe the application of the website based PLAVON application in making electronic ID cards at the Population and Civil Registration Office in Sidoarjo Regency, East Java Province. Method: The research method used is a descriptive qualitative research method with an inductive approach. The data collection techniques used are observation, interviews, and documentation. The data analysis techniques used are data reduction, data exposure, and conclusions. Results: The results showed that the Website-Based PLAVON Application has been well implemented in making ELECTRONIC KTP at the Population and Civil Registration Office of Sidoarjo Regency, East Java Province. However, there are still some obstacles found, such as people who do not understand the use of PLAVON applications and inadequate application servers. The Population and Civil Registration Office of Sidoarjo Regency has made efforts to overcome these obstacles by providing a helpdesk center to aid people who do not understand the use of the PLAVON application and applying for server procurement at the Sidoarjo Regency Communication and Information Office. Conclusion: The application of the website-based PLAVON application in making Electronic KTP at the Population and Civil Registration Office of Sidoarjo Regency has been well implemented in terms of the dimensions of support, the dimension of capacity and the dimension of value However, there are still several obstacles found related to the application of the website-based PLAVON application in making Electronic KTP at the Population and Civil Registration Office of Sidoarjo Regency. Keywords: E-Government, Website-Based Services, PLAVON Application ABSTRAK Permasalahan/Latar Belakang (GAP): Sistem Informasi Pemerintahan berbasis Elektronik merupakan penggunaan teknologi informasi dan komunikasi dalam penyelenggaraan pemerintahan untuk memberikan pelayanan kepada pengguna. Sebelum adanya Peraturan Presiden Republik Indonesia Nomor 95 Tahun 2018. E-Government. Tujuan: Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan penerapan Aplikasi PLAVON Berbasis Website Dalam Pembuatan KTP Elektronik Di Dinas Kependudukan Dan Pencatatan Sipil Di Kabupaten Sidoarjo Provinsi Jawa Timur. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif. Adapun teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, paparan data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Aplikasi PLAVON Berbasis Website telah diterapkan dengan baik dalam pembuatan KTP ELEKTRONIK di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo, Provinsi Jawa Timur. Namun, masih ada beberapa kendala yang ditemukan, seperti masyarakat yang belum memahami penggunaan aplikasi PLAVON dan server aplikasi yang belum memadai. Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo telah melakukan upaya untuk mengatasi hambatan tersebut dengan menyediakan helpdesk center untuk memberikan bantuan kepada masyarakat yang tidak mengerti penggunaan aplikasi PLAVON dan mengajukan pengadaan server di Dinas Komunikasi dan Informatika Kabupaten Sidoarjo. Kesimpulan:. 1. Penerapan aplikasi PLAVON berbasis website dalam pembuatan KTP Elektronik di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Sidoarjo telah dilaksanakan dengan baik dipandang dari dimensi support (dukungan), dimensi capacity (kemampuan) dan dimensi value (nilai) Namun, masih terdapat beberapa kendala yang ditemukan terkait Penerapan aplikasi PLAVON berbasis website dalam pembuatan KTP Elektronik di Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Sidoarjo Kata Kunci: E-Goverment, Pelayanan Berbasis Website, Aplikasi PLAVON
