Abstract

ABSTRACT Problem Statement/Background (GAP): Many advances in technological developments have begun to appear due to the influence of internet access, one of the things that has begun to appear very developed is information services that are managed and can be accessed online. The Website is one of the government's implementation strategies in developing E-Government, as well as creating good interaction between the community and the government. The results of the SPBE evaluation for Singkawang City obtained an index of 2.6 with a good rating. In its implementation, this is considered lacking and a challenge for improving the quality of several electronic-based government services. Purpose: The purpose of this research is to describe and analyze the quality of the Website of the Regional Secretariat of Singkawang City, in the government's efforts to provide electronic- based information services that are packaged in the form of information on Website pages. Method: The method used in this study is descriptive qualitative by analyzing data by observation, interviews and documentation. While the data analysis technique used is data reduction, data presentation and drawing conclusions. Result: The obstacles found in this regard are the number of human resources which are considered to be very small, as well as the need to develop the appearance that has been presented. Then it is necessary to synchronize the information displayed by the Website with Instagram content, as well as re-entering the Website link on the Prokopim Singkawang Instagram account which is considered to provide a significant increase in visitors. Conclusion: Based on the results of the study, the authors concluded that the quality of the Website presented and managed by the Protocol and Communications Division of the Regional Leadership Regional Secretariat of Singkawang City was perceived as good, although there were still obstacles that occurred in the management process. Keyword : Website Quality, Information Services, Webqual 4.0 ABSTRAK Permasalahan/Latar Belakang (GAP): Banyak kemajuan perkembangan teknologi yang mulai tampak karena adanya pengaruh akses internet, salah satu hal yang mulai tampak sangat berkembang adalah pelayanan informasi yang dikelola dan dapat diakses secara online. Website menjadi salah satu strategi pelaksanaan oleh pemerintah dalam pengembangan E-Gorvernment, serta menciptakan interaksi yang baik antara masyarakat dan pemerintah. Hasil evaluasi SPBE Kota Singkawang mendapatkan nilai indeks sebesar 2,6 dengan predikat baik. Dalam penyelenggaraannya hal tersebut dinilai kurang dan menjadi tantangan untuk peningkatan kualitas dari beberapa pelayanan pemerintah berbasis elektronik. Tujuan: Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis kualitas Website Sekretariat Daerah Kota Singkawang, dalam upaya pemerintah yang diberikan untuk pelayanan informasi berbasis elektronik yang dikemas kedalam bentuk informasi pada laman Website. Metode: Metode yang digunakan pada penelitian ini adalah deskriptif kualitatif dengan menganalisis data dengan observasi, wawancara dan dokumentasi. Sedangkan teknik analisis data yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hambatan yang ditemukan dalam hal ini adalah mengenai jumlah SDM yang dinilai sangat sedikit, serta perlunya pengembangan terhadap tampilan yang sudah disajikan, kemudian diperlukan singkronisasi informasi yang ditampilkan oleh Website dengan konten Instagram, serta mencantumkan kembali link Website di akun Instagram Prokopim Singkawang dinilai akan memberikan peningkatan pengunjung yang signifikan. Kesimpulan: Berdasarkan hasil penelitian, penulis menyimpulkan bahwa kualitas terhadap Website yang disajikan dan dikelola oleh bidang Protokol dan Komunikasi Pimpinan Daerah Sekretariat Daerah Kota Singkawang telah dirasakan baik walaupun demikian masih terdapat kendala yang terjadi dalam proses pengelolaannya.
